PURPOSE AND RATIONALE OF THE QUALIFICATION |
The qualification is designed to provide learners with the conceptual framework and skills to perform routine and non-routine functions in the Freight Forwarding industry and to supervise the performance of functions carried out by other employees. The qualification should give the learner the ability to combine and integrate competencies and to apply them in the Freight Forwarding environment.
This qualification is intended to equip learners to manage cross-functionally within the Freight Forwarding environment. There are many industry specific procedures, which are laid down by regulation, which have to be performed by employees and this qualification will equip them with the knowledge and skills required to carry out such functions. The qualification is also aimed at enhancing the learner`s ability to interact positively with customers and to solve problems they come across in the workplace. Rationale for the Qualification: This qualification is one in the learning pathway in the Customs Clearing and Freight Forwarding industry which starts with the National Certificate in International Trade: NQF Level 2 and ends, at the present time, with the National Diploma in Freight Forwarding: NQF Level 5. It follows on from the National Certificate in Freight Forwarding: NQF Level 3 and is designed for existing employees in the industry who have completed the Level 3 qualification or who hold qualifications either from the formal school sector or other related industries at NQF Level 3. It is also aimed at new entrants to the industry who wish to become knowledgeable and skilled workers in the Freight Forwarding industry. The qualification is designed to accommodate those workers who are employed in the Customs Clearing field and who wish to transfer across to the Freight Forwarding field as well as those already in the Freight Forwarding field. This qualification is also aimed at providing learners, particularly formerly disadvantaged learners, with an FET exit level qualification. |
LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING |

Each Unit Standard which goes to make up the qualification has clearly stated learning which is assumed to be in place for the learner to be able to do the Standard. Any learner who does not meet the requirement for learning assumed to be in place for any of the Unit Standards will need to do so through prior learning before commencing with the Unit Standard. Learners who are in possession of the NQF Level 3 Certificate in Freight Forwarding would possess all the leaning assumed to be in place as indicated for the individual Unit Standards. Recognition of Prior Learning: This qualification may be achieved in part or completely through the recognition of prior learning. The learner can provide evidence of prior learning through assessment of tasks carried out at work, through the presentation of a portfolio of work previously done, through a statement by a supervisor of work carried out, through a testimonial and by the completion of another qualification which contains Unit Standards or aspects of the content of the contents of this qualification. The prior learning can consist of formal, informal and non-formal learning and work experience. |

Fundamental:
All Unit Standards in the Fundamental section are compulsory. A total of 59 credits. Core: All Unit Standards in the Core section are compulsory. A total of 67 credits. Elective: Unit Standards with a total weighting of 41 credits have been developed for this component. The learner is required to select Unit Standards totalling 10 credits at or above NQF Level 4, complying with the rules of combination. Other electives may be added to this list in the future. Learners must select: EITHER OR The selection will be determined by the elective chosen in the National Certificate in Freight Forwarding: NQF Level 3 as follows: If the learner completed: If the learner has not completed the Level 3 Qualification then both Unit Standards must be chosen. |

ASSOCIATED ASSESSMENT CRITERIA |
The assessment criteria of the qualification are embodied in the Unit Standards. The depth of technical expertise that will be assessed across the various contexts are clearly articulated in the relevant Specific Outcomes, Assessment Criteria and Range Statements within these Unit Standards.
Integrated Assessment: Integrated assessment of the qualification should provide an opportunity for learners to show that they are able to integrate concepts, ideas and actions across unit standards to achieve competence that is grounded in industry practice and coherent in relation to the purpose of the qualification. Integrated assessment must judge the quality of the observable performance, and the quality of thinking and understanding that underpins it. Integrated assessment should be applied to both formative and summative assessment although the weighting given to application and understanding of theory may be greater in formative assessment activities. Assessment tools must encourage learners to give an account of the thinking and decision-making that forms the basis for their demonstrated performance. In other words, learners must provide an interpretation of their actions. This is especially important with regard to this qualification considering that part of its purpose is to provide a foundation for the learner who is entering or has just entered the industry. In the case of current employees seeking recognition of prior learning or employees who have been a short while in the industry, assessors must be particularly vigilant to ensure that justification and explanation for actions are provided. This is to prevent routine or repetitive types of behaviour being mistaken for demonstration of competence. An integrated mix of task-orientated and theoretical assessment tools may be used with the ultimate focus being on the assessment of applied competence. In particular when assessing the applied competence (practical, foundational and reflective competencies) of this qualification, assessors must assess the ability of the learner to: 1. Identify and solve problems in which responses display that responsible decisions, using critical thinking, have been made 2. Work effectively with others as a member of a team, group, organisation or community 3. Organise and manage his/herself and his/her activities responsibly and effectively 4. Collect, analyse, organise and critically evaluate information 5. Communicate effectively using visual, mathematical, and/or language skills in the modes of written and/or oral presentation. Specific examples of demonstration of the above Critical Cross-Field Outcomes are described in each Unit Standard. |
INTERNATIONAL COMPARABILITY |
The South African Association of Freight Forwarders is a founder member of FIATA (The International Federation of Freight Forwarders Associations) which in turn represents the industry in over 150 countries. The National Diploma in Freight Forwarding: NQF Level 5 has been granted registration with FIATA and is regarded as equivalent to the International FIATA Diploma in Freight Forwarding. The International Diploma has subsequently been amended by FIATA to include some of the Unit Standards that go to make up the South African National Diploma in Freight Forwarding NQ Level 5. This qualification must be seen as part of the Freight Forwarding learning pathway that culminates, at present in the Level 5 diploma.
The German Apprenticeship System for Freight Forwarders operates similarly to the South African learnership system. Representatives of CATS (Commercial Advancement Training Scheme), which is a joint creation of the Southern African and German Chambers of Commerce and Industry, have agreed that the scope, content (Unit Standards), assessment criteria and degree of difficulty of this qualification can be benchmarked against training programmes used in the industry in Germany, although direct equivalence with a specific German qualification is not possible. |
ARTICULATION OPTIONS |
Learners who complete this qualification will have access to the following qualifications:
Competence in individual Unit Standards will be retained by the learner who exits the qualification before completion and can be used for RPL purposes for other qualifications in the field. |
MODERATION OPTIONS |
This qualification can be internally assessed by the provider and moderated by a moderator registered by the relevant ETQA or by an ETQA that has a Memorandum of Understanding with the relevant ETQA. Moderation shall comply with SAQA requirements. |
CRITERIA FOR THE REGISTRATION OF ASSESSORS |
Assessors of this qualification will hold a qualification in the field that is at least one level above that of this qualification, or possess the technical expertise to achieve such a qualification. The assessor will be registered with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA. |
