PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for learners who administer polygraph examinations and are required to follow a polygraph examination process to ensure the reliability of the process and the validity of the examination as part of a correctional release and/or monitoring mechanism.

The qualifying learner is capable of:
  • Explaining the principles of correctional release within the South African Criminal Justice System.
  • Discussing international standards for parole decision making.
  • Applying polygraph methodology to examinations for correctional release.
  • Conducting a polygraph examination as part of a post release maintenance programme.

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are competent in Communication and Mathematical Literacy at NQF Level 4. 

    UNIT STANDARD RANGE 
    The typical scope of this Unit Standard is the use of polygraph examinations for correctional release and monitoring:
  • Polygraph examination refers to the complete polygraph process.
  • Test refers to the administration of specific questionnaires as part of the polygraph process.

    SPECIFIC OUTCOME 1 
    Explain the principles of correctional release within the South African Criminal Justice System. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The concept of correctional release is explained with reference to different types of correctional release. 

    ASSESSMENT CRITERION 2 
    The role(s) of parole boards in the evaluation of an offender for possible release are explained with specific reference to the type of offender, the offence and the role of the polygraph examiner. 

    ASSESSMENT CRITERION 3 
    The code of ethics and legal aspects applicable to polygraph examiners when conducting examinations for correctional release are explained with reference to dealing with information and the results of the examination. 

    ASSESSMENT CRITERION 4 
    Legislation applicable to correctional release is analysed with reference to how it impacts on polygraph examinations. 
    ASSESSMENT CRITERION RANGE 
    Legislation includes, but is not limited to the Criminal Procedures Act, Correctional Services Act and Minimum Sentencing Act.

    Discuss international standards for parole decision making. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    International standards relating to polygraph examination at different stages of correctional release are compared for Southern Africa and the rest of the world. 

    ASSESSMENT CRITERION 2 
    The latest developments in parole decisions are investigated with reference to challenges faced by correctional services and the use of the polygraph as a method of release, monitoring and rehabilitation. 

    SPECIFIC OUTCOME 3 
    Apply polygraph methodology to examinations for correctional release. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    A conviction verification examination is conducted and the results of the examination are used to express an opinion of truthfulness. 

    ASSESSMENT CRITERION 2 
    A full disclosure polygraph examination is conducted to confirm a subject's truthfulness in complete disclosure statement relating to criminal history. 

    ASSESSMENT CRITERION 3 
    Questions are formulated for the specific purpose of conviction verification and complete disclosure examinations. 

    ASSESSMENT CRITERION 4 
    Interview techniques are adapted for correctional release interviews. 

    SPECIFIC OUTCOME 4 
    Conduct a polygraph examination as part of post release maintenance.

    ASSESSMENT CRITERION 1 
    Parole conditions are analysed to inform a maintenance programme. 

    ASSESSMENT CRITERION 2 
    A maintenance programme is developed that includes scheduling examinations and specific tests for specific individuals. 

    ASSESSMENT CRITERION 3 
    The consequences if a subject fails a polygraph examination are explained with reference to the type of crime and the procedure to be followed in reporting the results and information offered during the examination. 

    ASSESSMENT CRITERION 4 
    Questions are formulated for the specific purpose of post release maintenance examinations. 

    ASSESSMENT CRITERION 5 
    Interview techniques are adapted for a post release maintenance interview.
