PURPOSE OF THE UNIT STANDARD 
This Unit Standard will enable learners to acquire an in depth understanding of child victimisation in South Africa with specific reference to the nature, types and impact of abuse, neglect and exploitation and the application of relevant legislation as prescribed by international instruments, South African legislation and departmental policies.

The purpose of this Unit Standard is to expand learner's knowledge of child abuse, neglect and exploitation. Qualifying learners will be able to offer direct support to victims of child abuse and neglect, co-ordinate child violence programmes in their community and apply relevant legislation and policies under the supervision of a mental health professional.

Learners accredited with this Unit Standard will be capable of:
  • Contextualising child victimisation within Victim Empowerment in South Africa
  • Interpreting and applying relevant legislation, policies and procedures in respect of child abuse, neglect and exploitation
  • Planning, co-ordinating and implementing child violence programmes
  • Providing support services to victims of child abuse, neglect and exploitation 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that a learner will be competent in:
  • Communication at NQF level 3 or equivalent.

    Contextualise child victimisation within Victim Empowerment in South Africa. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The complexity and the socio-historical context of violence in South Africa and its consequences for children are explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Colonial and Apartheid history, patriarchal ideology, disruption of family systems, cycles of violence, poverty, stereotypes, myths, religious an cultural contexts, etc.
     

    ASSESSMENT CRITERION 2 
    The nature and extent of victimisation and exploitation affecting children in South Africa is described and its impact explained using relevant examples. 
    ASSESSMENT CRITERION RANGE 
    Physical and psychological/emotional/verbal abuse, sexual abuse, neglect, child prostitution, child trafficking, prostitution, homicide, neglect, bullying, child labour, etc.
     

    ASSESSMENT CRITERION 3 
    The impact and consequences of HIV/AIDS in relation to child victimisation in South African communities are explained using appropriate case studies. 

    ASSESSMENT CRITERION 4 
    A situational analysis of current interventions in South Africa to prevent, reduce and address child victimisation and exploitation in the family, schools, local communities and society is described with examples.

    SPECIFIC OUTCOME 2 
    Interpret and apply relevant legislation, policies and procedures in respect of child abuse, neglect and exploitation.

    ASSESSMENT CRITERION 1 
    South African legislation, policies and procedures with regard to child abuse, neglect and exploitation is explained in accordance with relevant National and international instruments. 
    ASSESSMENT CRITERION RANGE 
    International Conventions: UN Convention on Rights of the Child; African Charter on Rights of the Child; South African Constitution and Bill of Rights, Children's Bill and Regulations; Child Justice Bill and Regulations; White Paper for Social Welfare (1997); Department of Social Development minimum norms and standards relating to child rights, National Policy Framework and strategic plan for the prevention and management of child abuse, neglect and exploitation, etc.
     

    ASSESSMENT CRITERION 2 
    Relevant departmental and organisational policies with regard to dealing with child and youth violence are identified and key provisions explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Stakeholders in the prevention of and addressing child abuse and neglect include Department of Education, Social Development SAPS, Justice, Health, NGO's CBO's, Churches, etc.
     

    ASSESSMENT CRITERION 3 
    Legal and civil remedies and procedures available to victims of child abuse, neglect and exploitation are described with examples. 

    ASSESSMENT CRITERION 4 
    The effectiveness of the implementation of current legislative provisions in addressing child victimisation is evaluated discussed using case studies.

    Plan, co-ordinate and implement child violence programmes.

    ASSESSMENT CRITERION 1 
    A needs assessment for addressing child victimisation in a specific community is developed according to organisational procedures. 
    ASSESSMENT CRITERION RANGE 
    Key issues to be included in the needs assessment, includes, but is not limited to: mapping of social economic circumstances, number of children and youth in community, child headed families, number of schools, safety needs/gaps, extra curricular activities, unsupervised children, etc.
     

    ASSESSMENT CRITERION 2 
    An appropriate inter-sectoral plan with key performance indicators for addressing child victimisation in a specific community is developed as per organisational policy. 

    ASSESSMENT CRITERION 3 
    A memorandum of understanding, with relevant role-players, that clearly outlines different roles and responsibilities with regard to addressing child violence in a specific community is developed according to organisational policies and procedures. 

    ASSESSMENT CRITERION 4 
    Appropriate local, provincial and national structures for addressing child victimisation are identified and described with examples. 
    ASSESSMENT CRITERION RANGE 
    Local, provincial and national structures includes, but is not limited to: Victim Empowerment structures, Community Policing Forums, Community Safety Forums, Relevant child protection agencies, etc.
     

    ASSESSMENT CRITERION 5 
    Tools/mechanisms to monitor and evaluate the quality and effectiveness of inter-sectoral service delivery is identified and developed in accordance with organisational procedures.

    Regular progress reports are submitted to the respective manager according to organisational requirements.

    Appropriate interviewing skills to assess victims' needs and obtain relevant information for support and referral according to organisational guidelines or code of conduct.

    A comprehensive intake report is compiled to determine victims' needs and referral options in accordance with organisational policy. 

    SPECIFIC OUTCOME 5 
    Explain preventative strategies in child and youth violence, including working with perpetrators.

    ASSESSMENT CRITERION 1 
    Preventative strategies in the context of child and youth violence is defined and described in line with the National Policy Framework and Strategic Plan for the prevention and management of child abuse, neglect and exploitation. 

    ASSESSMENT CRITERION 2 
    Different prevention programmes relevant to child and youth violence is identified and briefly described in terms of their focus and objectives using case studies. 
    ASSESSMENT CRITERION RANGE 
    Prevention programmes includes, but is not limited to: gender, socialisation and healthy relationships, conflict resolution, anger management, sexuality, community education and awareness, youth at risk, perpetrators, etc.
     

    ASSESSMENT CRITERION 3 
    The rationale and philosophy of working with perpetrators of child and youth violence is explained in accordance with appropriate National and international instruments. 

    ASSESSMENT CRITERION 4 
    Relevant legislation and conditions governing referrals to programmes for perpetrators of child and youth violence is explained in accordance with relevant National and international instruments.

    Moderation:
  • Any institution offering learning that will enable achievement of this Unit Standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in this Unit Standard as well as the integrated competence described in the Exit Level Outcome of the Qualification.
