PURPOSE OF THE UNIT STANDARD 
The qualifying learner will understand offender rehabilitation and development as a crime prevention strategy. Learners will gain an adequate understanding of the scope of offender rehabilitation and development programmes in South Africa and other countries, and the impact of these programmes on the lives of offenders and victims. Insight into the restorative value of work with offenders is explored. Knowledge of the rights of victims and offenders in South Africa is described. The limitations of South African prisons to effectively rehabilitate offenders are explored, and the subsequent consequences on society discussed. An introduction to the issue and value of alternative sentencing in South Africa is explained.

Learners accredited with this Unit Standard will be capable of:
  • Defining Restorative Justice and explain its implications for victims and offenders.
  • Exploring the rights of victims and offenders in South Africa.
  • Describing the limitation of the South African Correctional Services Facilities (prisons) in the rehabilitation of offenders.
  • Describing current offender programmes both in and out of prison in South Africa and other countries. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that a learner will be competent in:
  • Communication at NQF level 3 or equivalent.
  • Mathematical Literacy at NQF level 3 or equivalent.

    Understand restorative work with offenders and victims as a crime prevention strategy.

    Restorative Justice interventions used with victims and offenders are briefly described using appropriate examples. 
    ASSESSMENT CRITERION RANGE

    ASSESSMENT CRITERION 3 
    The strengths and weaknesses of existing programmes in South Africa are expelled and compiled according to organisational procedures and policies. 

    ASSESSMENT CRITERION 4 
    The dichotomy of 'victim-perpetrator' is briefly described according to relevant National and international sources.

    Moderation:
  • Any institution offering learning that will enable achievement of this Unit Standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
