PURPOSE OF THE UNIT STANDARD 
This Unit Standard will enable the qualifying learner to acquire a thorough understanding of the nature and extent of serious violent crime and its impact on victims in the South African context.

A learner equipped with this Unit Standard will be able to provide support and refer victims of serious violent crime to appropriate service providers within the ambit of relevant legislation and policies. The purpose of this Unit Standard is to also expand the learner's knowledge of planning, co-ordinating and implementing programmes for victims of serious violent crime.

Learners accredited with this Unit Standard will be capable of:
  • Understanding the context and impact of serious violent crime in South Africa.
  • Advising victims of serious violent crime with regards to relevant legislation and policies.
  • Planning, co-ordinating and implementing programmes for victims of serious violent crime.
  • Providing appropriate support to victims of serious violent crime.
  • Describing preventative strategies in relation to serious violent crime in South Africa.

    Understand the context and impact of serious violent crime in South Africa. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The socio-historical context in which serious violent crime occurs in South Africa and its cyclic nature is described with examples. 
    ASSESSMENT CRITERION RANGE 
    Socio-political contexts includes, but is not limited to: political violence, racial and class oppression, xenophobia, hate crimes, victimisation, etc.
     

    ASSESSMENT CRITERION 2 
    The incidence of serious violent crime in South Africa is described and its impact is explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Serious violent crime includes, but is not limited to: robbery, armed robbery, rape, attempted murder, hijacking, homicide, grievous bodily harm, assault, etc.
     

    ASSESSMENT CRITERION 3 
    Risk factors that influence the occurrence of serious violent crime are explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Risk factors include, but are not limited to: alcohol and substance abuse, cultural norms and values, gender stereotypes, anti-social personality, environmental design and planning, ongoing exposure to extreme violence, racial and class oppression, etc.
     

    ASSESSMENT CRITERION 4 
    The effectiveness of current interventions for victims of serious violent crime is assessed using case studies.

    Advise victims of serious violent crime with regards to relevant legislation and policies. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    South African legislation, policies and procedures with regard to serious violent crimes is explained in accordance with relevant National and international instruments. 
    ASSESSMENT CRITERION RANGE 
    Legislation includes, but is not limited to: Criminal Procedures Act, Services Charter for Victims of Crime, Sentencing Framework Bill, Firearm Control Act etc.
     

    ASSESSMENT CRITERION 2 
    Legal and civil remedies and procedures available to victims of crime is explained using case studies. 

    ASSESSMENT CRITERION 3 
    The rights and responsibilities of victims of serious violent crimes is explained in accordance with relevant legislation. 
    ASSESSMENT CRITERION RANGE 
    Relevant legislation includes, but is not limited to: South African Constitution and Bill of Rights, South African Services Charter for Victims, Criminal Procedures Act, etc.
     

    ASSESSMENT CRITERION 4 
    The effectiveness in the implementation of current legislative provisions in dealing with victims of crime are discussed in accordance with organisational procedures. 

    SPECIFIC OUTCOME 3 
    Plan, co-ordinate and implement programmes for victims of serious violent crime. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The needs of victims of serious violent crime are assessed and critical areas for intervention is identified in accordance with national and international policies. 
    ASSESSMENT CRITERION RANGE 
    Policies include, but is not limited to: Integrated Victim Empowerment Policy, United Nations Declaration on the Basic Rights of Victims of Crime and Abuse of Power, South African Police Services Victim Empowerment Policy etc.
     

    ASSESSMENT CRITERION 2 
    An appropriate inter-sectoral plan that outlines clear objectives with indicators for interventions with victims of serious violent crime is developed as per organisational policy. 

    ASSESSMENT CRITERION 3 
    The importance of and format for working agreements with relevant role-players is explained and developed for working with victims of serious violent crime according to organisational requirements. 

    ASSESSMENT CRITERION 4 
    Statistics are interpreted and needs assessment applied in the planning and co-ordination of services to victims of serious violent crime in accordance with best practice in the sector. 

    ASSESSMENT CRITERION 5 
    The value and application of monitoring and evaluating improved service delivery to victims of serious violent crime is described as per organisational policy. 

    ASSESSMENT CRITERION 6 
    Programme reports are submitted to the respective manager according to relevant organisational policy and procedures.

    "Appropriate support" is defined as it is understood in the sector. 

    ASSESSMENT CRITERION 2 
    The range of factors that might affect an individual's reaction to crime and recovery from such an experience is identified using case studies.

    ASSESSMENT CRITERION 3 
    The needs of victims of serious violent crime is assessed for support and referral using appropriate interviewing skills as per organisational policy and procedures.

    The different levels and types of support required by victims of serious violent crime is described in accordance with the South African Services Charter for Victims of Crime. 

    ASSESSMENT CRITERION 5 
    A comprehensive intake report is compiled to determine the needs and referral options for victims as per organisational policy. 

    ASSESSMENT CRITERION 6 
    The value of using support and supervision for direct service providers is explained using examples.

    The different levels of prevention is defined and explained in accordance with the Department of Social Development Policy on Social Development. 

    ASSESSMENT CRITERION 2 
    Prevention programmes that can be used in the South African context are described and explained using examples. 

    ASSESSMENT CRITERION 3 
    Current interventions with perpetrators of serious violent crime are identified and described using appropriate examples. 

    ASSESSMENT CRITERION 4 
    Relevant legislation and conditions governing referrals for programmes for perpetrators is explained in accordance with national and international instruments. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this Unit Standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in this Unit Standard as well as the integrated competence described in the Exit Level Outcome of the Qualification.

  • Victim Empowerment services in South Africa are skewed towards women and children, with little or no services available for other victims, such as victims of attempted murder, serious assaults, robbery, hijacking, natural disasters etc. The result is that the majority of these victims are unable to access support services, remain traumatised and sometimes even turn to crime themselves.
