PURPOSE OF THE UNIT STANDARD 
This unit standard is for people who work in the field of marine engineering and are required to carry out fabrication and repair operations on board a ship. A learner who has achieved the outcomes of this unit standard will be useful to the South African Navy and the merchant navy in that they will be able to:
  • Demonstrate knowledge of operations that can be performed on board.
  • Demonstrate knowledge of special tools required for marine machinery and equipment.
  • Fabricate parts required to repair marine machinery and equipment.
  • Repair marine machinery and equipment.

  • UNIT STANDARD RANGE 
    The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) codes and South African Maritime Safety Authority (SAMSA). 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Demonstrate knowledge of operations that can be performed on board. 
    OUTCOME RANGE 
    Operations are limited to dismantling, inspection, repair and re-assembly work using equipment readily available on a naval vessel.

    ASSESSMENT CRITERION 1 
    Potential problems that can be repaired on board are identified in terms of their cause and the effect on machinery or equipment. 

    ASSESSMENT CRITERION 2 
    Alternative methods of operating equipment whilst repairs are conducted are identified in accordance with South African Navy/merchant navy protocol. 

    ASSESSMENT CRITERION 3 
    Problems encountered are reported in accordance with South African Navy/Merchant navy protocol. 

    ASSESSMENT CRITERION 4 
    Consequences of not reporting and repairing the problems timeously are described in terms of the potential impact on the system and safety of personnel. 

    ASSESSMENT CRITERION 5 
    Manufacturing processes and treatments are described in relation to the type of material used on the various items of equipment and machinery and the properties of iron and steel. 

    SPECIFIC OUTCOME 2 
    Demonstrate knowledge of special tools required for marine machinery and equipment.

  • Hydraulic and pneumatic tools, bearing puller, torque wrench, ship specific specialised tools, micrometers and electronic measurement tools.

    ASSESSMENT CRITERION 1 
    Machine tools are used in accordance with their purpose and design.

    Tools include:
  • Centre lathe, drill press, gas welding/brazing equipment, gas cutting equipment and electric arc welding equipment.
     

  • ASSESSMENT CRITERION 2 
    Components are manufactured to original design specifications within acceptable tolerances.

    Components are subjected to relevant processes and treatments as required for the application. 

    ASSESSMENT CRITERION 4 
    In the event of a lack of materials, tools and/or accepted methods, emergency measures promote ongoing operation of the vessel and equipment without endangering personnel and/or vessel.

    Components are completed within acceptable timeframes.

    The workplace is restored to a serviceable condition in accordance with standard operating procedures. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the relevant ETQA by SAQA.
  • Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines and the agreed ETQA procedures.

  • Every learner for the issue of a certificate of competency as deck or engineer officer must be assessed at one or more of the following levels:
    > Level 1; this assessment is carried out during qualifying service on a ship and involves the practical demonstration that the required level of competency has been reached or during training at an accredited institution, and must be carried out aboard ship by one or more designated ship's officers and ashore by one or more assessors.
    > Level 2; this assessment is carried out during qualifying service on a ship or during training at an accredited training institution and must be carried out by an assessor.
    > Level 3; this assessment is carried out by an examiner and an assessor when a learner presents himself or herself for oral examination.
  • All units of competency that are to be assessed at level 1 or 2 must be indicated in the training record book issued to the learner.
  • Only an assessor may sign off a unit of competency in the learner's training record book when the learner is considered to be ready for the next level of assessment (if any) and has successfully demonstrated competency in the unit as specified in the Code for South African Maritime Qualifications (the Code).
