PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for learners in the Department of Home Affairs who provide operational services at regional centres, head office or in missions abroad. It will be useful for new employees and for employees who are already in service, but do not have formal qualifications and are therefore unable to progress within the Department. It should enable learners to provide efficient services while complying with relevant legislation.

The qualifying learner is capable of:
  • Investigating issues related to legislation prior to 1994 that have implications for the Department of Home Affairs.
  • Explaining how population statistics are collected and used.
  • Identifying and explaining patterns and trends in population information.

    UNIT STANDARD RANGE 
    Operational Civic Services as offered at regional centres, head office or in missions abroad including, but not limited to, births, deaths, marriages, issuing and the amendment of enabling documentation, permits and certificates, citizenship and population registration. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Investigate issues relating to legislation prior to 1994 that have implications for the Department of Home Affairs. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Population Acts that impacted on freedom of association and movement are identified in order to give an indication of how aspects of outdated legislation still impact on the processes and procedures in the Department of Home Affairs. 

    ASSESSMENT CRITERION 2 
    Forms and processes used by the Department of Home Affairs to deal with historical or cultural issues are identified and an indication is given of the context that necessitated the development of each form and/or process. 

    SPECIFIC OUTCOME 2 
    Explain how population statistics are collected and used. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The importance of registration of births, deaths and marriages is explained with reference to the need for accurate population statistics. 

    ASSESSMENT CRITERION 2 
    The function of the National Population Register (NPR) is explained with reference to how the information is used by different stakeholders and the importance for development planning. 

    SPECIFIC OUTCOME 3 
    Identify and explain patterns and trends in population information. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Statistics relating to births are analysed and compared to information from other Departments and sources to determine the accuracy of registered information. 

    ASSESSMENT CRITERION 2 
    The relationship of the Department of Home Affairs and other Government Departments is explained with reference to the use of death statistics, causes of death and contributory factors. 

    ASSESSMENT CRITERION 3 
    A set of population statistics is analysed and organised in order to explain a trend.

  • An individual wishing to be assessed (including through RPL) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this Unit Standard or assessing this Unit Standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Moderation of assessment will be conducted by the relevant ETQA at its discretion.
