PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners who participate as referees a football game at local or district level. The unit standard is designed to provide learners with knowledge and skills required to successfully use communication strategies to referee a football game.

The qualifying learner is capable of:
  • Using oral communication skills to referee a match.
  • Using indications and signals during the game.
  • Using relevant equipment.
  • Using body language.
  • Adopting positioning skills relevant to referee football. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that the learner is competent in:
  • Communication at NQF Level 3.
  • Mathematical Literacy at NQF Level 3. 

  • UNIT STANDARD RANGE 
  • Laws of the game refer to all laws as set out by FIFA from level 1-7.

    Information and instructions are provided verbally to explain decisions to players, coaches, and other relevant persons. 

    ASSESSMENT CRITERION 2 
    The voice is used effectively when communicating with players and other relevant persons. 

    ASSESSMENT CRITERION 3 
    Interpersonal skills are employed in on-ground and off-ground situations. 

    ASSESSMENT CRITERION 4 
    Listening skills are employed in order to respond to players and other relevant persons.

    Use indications and signals during the game.

    ASSESSMENT CRITERION 1 
    Indications associated with soccer are used to express an explanation of decisions to players and other relevant persons. 

    ASSESSMENT CRITERION 2 
    Signals associated with soccer are interpreted correctly to ensure smooth running of the game without interruptions. 

    SPECIFIC OUTCOME 3 
    Use relevant equipment to referee the game.

    A whistle is used effectively to influence the outcomes of the play. 

    ASSESSMENT CRITERION 2 
    Consequences of incorrect use of a whistle during the game are explained within the context of misunderstanding/judgement.

    Use body language effectively to influence the game.

    ASSESSMENT CRITERION 1 
    Correct posture and open body stance are used when interacting with the players, coaches and other relevant persons. 

    ASSESSMENT CRITERION 2 
    Firm, confident signals and movements are used to direct the game. 

    ASSESSMENT CRITERION 3 
    Effective use of eye contact is demonstrated with examples in a given situation. 

    SPECIFIC OUTCOME 5 
    Adopt positioning skills relevant to referee football. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Positioning skills relevant to referee soccer are adopted to start the game. 

    ASSESSMENT CRITERION 2 
    Appropriate movement is maintained to ensure optimal position to view the play throughout the game and to see all elements of the situations during the game. 

    ASSESSMENT CRITERION 3 
    Interactive skills are applied to communicate with the players and other relevant persons during the play. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this unit standard must be accredited as a provider with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA according to the ETQA's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the qualification, unless ETQA policies specify otherwise.
  • Moderation should also encompass achievement of the competence described both in individual unit standard as well as the integrated competence described.

    Integrated Assessment:

    When conducting assessments, assessors must ensure that they are familiar with the full text of the unit standards being assessed. Assessors must ensure that the assessment covers the specific outcomes, critical cross-field outcomes and essential embedded knowledge by developing assessment activities and tools, which are appropriate to the contexts in which the learners are working. These activities and tools may include self-assessment, peer assessment, formative and summative assessment. It may be more effective and efficient to assess a number of unit standards together in an integrated way, thus reducing the overall number of assessments and ensuring that commonalities that exist between a number of unit standards are captured in a way that makes sense for assessment.
