PURPOSE OF THE UNIT STANDARD 
The management of waste is becoming increasingly important as municipalities all over the country are challenged with the collection and transportation of large amounts of waste. However, the important thing is to plan and administer a cradle to the grave policy which seeks to decrease the amount of waste ultimately disposed of. This unit standard is for learners who need a broad overview of waste management, one of the critical environmental management aspects.

Learners credited with this standard will be capable of:
  • Demonstrating an understanding of waste management.
  • Explaining the regulatory framework governing waste management.
  • Explaining the waste cycle.

    The sources of waste generation are identified and explained in terms of the types of waste associated with each source. 
    ASSESSMENT CRITERION RANGE 
  • Types of waste includes but is not limited to domestic, business, industrial, health care waste.
  • Industrial waste includes but is not limited to effluents, emissions, discharges, sludges, slurries, hazardous, radio active.

    The waste hierarchy and its associated terminology are explained to provide clarity and create the basis for expanding knowledge in the field of waste management. 

    ASSESSMENT CRITERION 3 
    Waste minimisation techniques are effectively applied to practical situations. 
    ASSESSMENT CRITERION RANGE 
    Techniques include but are not limited to cleaner production, green procurement, waste avoidance, cleaner development mechanisms.

    Processing and treatment techniques are applied to practical situations to reduce amount of disposal and level of harm.

    ASSESSMENT CRITERION 1 
    National legislation governing the management of waste is identified and explained in terms of the control mechanisms and actions required to comply with the legislation. 
    ASSESSMENT CRITERION RANGE 
    The Constitution of South Africa, NEMA, Municipal Systems Act, Environmental Conservation Act, National Water Act, National Health Act, and waste related legislation promulgated under NEMA.
     

    ASSESSMENT CRITERION 2 
    The relevant provincial and municipal laws pertaining to waste management are identified and explained in relation to national (higher) legislation. 

    ASSESSMENT CRITERION 3 
    Documents pertaining to waste management are analysed in terms of the development and progress in waste management. 

    SPECIFIC OUTCOME 3 
    Explain the waste cycle. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Steps in the waste cycle are identified and explained in a manner that clearly indicates the inter-relationships between them. 

    ASSESSMENT CRITERION 2 
    Waste storage methods are described according to best practical environmental options. 

    ASSESSMENT CRITERION 3 
    Disposal practices are explained that will be appropriate to maintain a safe and healthy environment. 
    ASSESSMENT CRITERION RANGE 
    Practices include but are not limited to incineration, landfill, deep sea disposal, river disposal, wetlands.

    Transport practices are explained that limit harm and cost. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this unit standard must be accredited as a provider with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA according to the ETQA policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the qualification, unless ETQA policies specify otherwise.
