PURPOSE OF THE UNIT STANDARD 
The unit standard is aimed at individuals involved in carrying out routine tasks associated with a fisheries control officer. The focus of this unit standard is for the learner to identify the common types of fishing vessel and fishing gear used in South African waters as well as the specific gear used for capturing particular target species in order to enable the execution of duties associated with fisheries conservation compliance.

In particular, learners will be able to:
  • Distinguish between various types of fishing vessel used in the main fisheries.
  • Identify commonly used types of fishing gear.
  • Identify the deck gear used in association with the fishing gear used in commercial fishing.
  • Take appropriate action in response to observed infringements.

    SPECIFIC OUTCOME 1 
    Distinguish between various types of fishing vessels used in the main fisheries. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A description is given of and the most important distinctions drawn between the various vessel types used in the main fisheries. 
    ASSESSMENT CRITERION RANGE 
    Vessel types include:
  • Demersal and pelagic trawl; demersal and pelagic long-lining; pelagic purse-seining; traditional linefish; squid; tuna pole-fishing; West and South coast rock lobster; abalone.
     

  • ASSESSMENT CRITERION 2 
    Knowledge of the construction of a vessel is applied to identify the type of fishing for which it is fitted. 

    ASSESSMENT CRITERION 3 
    Different fishing vessels are identified from a distance through the recognition of distinguishable features. 
    ASSESSMENT CRITERION RANGE 
    Distinguishable features include:
  • Legal markings; licence numbers; name of vessel; type of vessel.

    Identify commonly used types of fishing gear.

    ASSESSMENT CRITERION 1 
    An outline is provided of the fishing gear that would be found on a vessel that is licensed for various fisheries in South African waters. 
    ASSESSMENT CRITERION RANGE 
    Vessels include:
  • Demersal and pelagic trawl; demersal and pelagic longlining; pelagic purse-seining.

    Fisheries include:
  • Traditional linefish; squid; tuna polefishing; West and South coast rock lobster; abalone.
     

  • ASSESSMENT CRITERION 2 
    Bottom trawl and mid-water trawl nets are distinguished in terms of function and construction. 

    ASSESSMENT CRITERION 3 
    A list is prepared of fishing gear that should be found on a vessel complying with the legal requirements for fisheries in South African waters. 
    ASSESSMENT CRITERION RANGE 
    Demersal and pelagic trawl; demersal and pelagic longlining; pelagic purse-seining; traditional linefish; squid; tuna polefishing; West and South coast rock lobster; abalone.
     

    SPECIFIC OUTCOME 3 
    Identify the deck gear used in association with the fishing gear used in commercial fishing.

    Deck equipment used on fishing vessels is listed and related to the purpose of the vessel. 

    ASSESSMENT CRITERION 2 
    Deck equipment associated with the different fishing methods is described and related to its function. 

    ASSESSMENT CRITERION 3 
    A vessel's fishing gear is examined and a decision is made as to whether it complies with the relevant fisheries legislation. 
    ASSESSMENT CRITERION RANGE 
    Fisheries legislation includes:
  • Marine Living Resources Act and Regulations issued in terms of the Act.
     

  • ASSESSMENT CRITERION 4 
    The correct method for measuring the legal compliance of a net is demonstrated.

    Take appropriate action in response to observed infringements. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    An inspection report is completed and forwarded to the relevant Monitoring, Control and Surveillance (MCS) authorities. 

    ASSESSMENT CRITERION 2 
    The ship's master is informed of infringements and of potential consequences of the infringements. 

    ASSESSMENT CRITERION 3 
    Appropriate action is taken to address identified infringements according to legislative requirements.

    Appropriate action includes but is not limited to:
  • Issuing of fines, sealing of gear, confiscation, arrest.

  • Anyone assessing an individual against this unit standard must meet the assessor requirements of the relevant ETQA. In particular, such assessors must demonstrate that they assess in terms of the scope and context defined in all the range statements.
