PURPOSE OF THE UNIT STANDARD 
Learners who are assessed as competent against this unit standard will be able to implement a quality management system, assist in establishing and implementing a quality improvement process, assist in establishing and implementing a construction project quality plan, and implement a process control quality system and conform to quality acceptance control requirements. These competencies complement the other core supervisory competencies and contribute to the development of a professional community of Civil Engineering Construction Supervisors.

The qualifying learner will be capable of:
  • Planning a quality management system on a construction project.
  • Implementing a quality management system on a construction project.
  • Calculating production and resources costs.
  • Implementing productivity improvement measures.

    ASSESSMENT CRITERION 1 
    The concept of conformance to requirements is explained in relation to a construction project. 
    ASSESSMENT CRITERION RANGE 
    Conformance requirements as a definition of quality includes, but is not limited to:
  • Specifications and drawings, Site instructions and variation orders, Conditions of contract, Statutory, legislation and bylaws, Company policies and procedures and Standard operating procedures.
     

  • ASSESSMENT CRITERION 2 
    A quality system of production is planned according to quality principles, construction code of practice and organizational procedures. 

    ASSESSMENT CRITERION 3 
    Measurement of performance is planned according to organizational procedures. 
    ASSESSMENT CRITERION RANGE 
    Performance measurements includes, but is not limited to:
  • The Price of Non-conformance (PONC) and The Price of Conformance (POC).

    A quality improvement organizational structure is established in conjunction with the construction manager according to organizational quality procedures.

    Work methods are implemented according to the criteria in the project quality plan.

    Deviations from the project quality plan are identified, measured and reported according to organizational procedures. 

    ASSESSMENT CRITERION 4 
    Deviations from the requirements of the project quality plan are addressed according to the quality improvement process.

    Quality improvement process steps are implemented according to established quality procedures.

    Productivity targets are established and reviewed in conjunction with senior management according to organizational procedures.

    Measures to improve productivity are identified and implemented in accordance with the activity report. 

    ASSESSMENT CRITERION 3 
    The implementation of productivity improvement measures is monitored in terms of the targeted productivity levels. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against the qualification must be registered as an assessor with the relevant Education, Training, Quality, Assurance (ETQA) Body, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this qualification must be accredited as a provider with the relevant Education, Training, Quality, Assurance (ETQA) Body, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant Education, Training, Quality, Assurance (ETQA) Body, or by an ETQA that has a Memorandum of Understanding with the relevant ETQA, according to the ETQA's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described in the associated unit standards.
  • Anyone wishing to be assessed against this qualification may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA.
