PURPOSE OF THE UNIT STANDARD 
This unit standard will enable the community health worker to facilitate and assist in the provision of Primary Health Care based on the Primary Health Care approach within the community. It will enable the learner to understand the activities required to assist in facilitating and implementing primary health care projects and enable the learner to assist in identifying, planning and implementing a health care project in line with health care priorities in his/her community. The qualifying learner will be capable of:
  • Demonstrating an understanding of the Health Care system in South Africa.
  • Demonstrating an understanding of the Primary Health Care approach.
  • Identifying and engaging with stakeholders that impact Primary Health Care projects.
  • Planning health care project/s in consultation with the community.
  • Implementing a planned health care project in line with identified priority needs.
  • Monitoring and evaluating a health care project.

  • Taking responsibility and accountability for a Primary Health Care project from conception to evaluation.

    Primary Health Care projects include but are not limited to assisting in:
  • Projects that are specific to own context, e.g. food gardens, incoming generating programmes to sustain community development or personal income, water and sanitation programmes.
  • Projects based on identified community needs, e.g. Tuberculosis Control, HIV/Aids support programmes and education, chronic disease management.

    Primary Health Care is explained in terms of the principles as they apply to the community. 

    ASSESSMENT CRITERION 2 
    The differences between Primary Health Care as a level of care and the Primary Health Care approach as the basis for all health care are explained with examples. 

    ASSESSMENT CRITERION 3 
    Structures for community involvement in health are explained in terms of their roles and functions. 
    ASSESSMENT CRITERION RANGE 
    Structures include but are not limited to hospital boards, provincial consultative bodies, district health councils, community health centres/clinic committees.

    The importance of inter-sectoral collaboration is explained in terms of improved health and the development of the community.

    The main stakeholders that are judged most likely to impact on Primary Health Care projects are identified with explanations of their probable roles. 
    ASSESSMENT CRITERION RANGE 
    Stakeholders include but are not limited to local government, implementing agents, ward committees, community leaders, other community members, traditional leaders.
     

    ASSESSMENT CRITERION 2 
    Participatory processes and tools are identified in relation to nature of project and key stakeholders involved. 

    ASSESSMENT CRITERION 3 
    Potential obstacles to stakeholder participation are explained and recommendations made to overcome these obstacles. 
    ASSESSMENT CRITERION RANGE 
    Potential obstacles include but are not limited to community expectations and fears, institutional priorities not in line with project identified, knowledge and experience of stakeholders involved in project, personal political agendas.

    Community participatory processes are facilitated on an ongoing basis.

    Procedures and criteria for reporting on stakeholder participation are identified and utilised in order to facilitate that participation in planning the project.

    Project progress is determined by reviewing ongoing reports and comparing development against the original plan.

    Remedial actions are discussed and agreed to, then taken where necessary to ensure ongoing success.

    All stakeholders are invited to contribute towards the close-out report. 

    ASSESSMENT CRITERION 4 
    The project close-out report is submitted to the relevant stakeholders and overarching health authority.
