PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for learners who are members of the national, provincial or municipal legislator and who have been identified to serve, or who are serving on public oversight committees at their respective legislative level. The learner successfully completing this Unit Standard will gain essential knowledge and practical skills to conduct oversight hearings in the scrutiny of public expenditure and accountability of the executive.

A learner credited with this unit standard will be able to:
  • Plan and prepare for an oversight hearing.
  • Conduct an oversight hearing.
  • Draw up recommendations.
  • Evaluate and monitor responses from the executive.

    It is assumed that the learner has the following knowledge and skills:
  • Communication at NQF Level 5.
  • The Unit Standard "Utilise reports as an oversight tool" at NQF Level 6.

    Plan and prepare for an oversight hearing. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A strategy for conducting a hearing is developed to reflect the type and source of information required at the hearing. 
    ASSESSMENT CRITERION RANGE 
    Type and source include but are not limited to witnesses, reports, information and data findings.
     

    ASSESSMENT CRITERION 2 
    A plan is produced in order to manage and lead oversight hearings which reflect the roles and responsibilities of participants in a specific hearing. 
    ASSESSMENT CRITERION RANGE 
    Participants include but are not limited to committee members, stakeholders and identified witnesses.
     

    ASSESSMENT CRITERION 3 
    Public hearing are scheduled and prioritised in accordance with the categorisation of reports. 

    ASSESSMENT CRITERION 4 
    Hearing questions are formulated from analysed and assimilated information which probe specific oversight queries. 
    ASSESSMENT CRITERION RANGE 
    Oversight queries include but are not limited to financial mis-management, non-compliance and corporate governance issues.
     

    ASSESSMENT CRITERION 5 
    Different types of cross-questioning techniques are anticipated and formulated in order to extract information to achieve the oversight objective.

  • Types includes but are not limited to open, closed and leading questions.
  • Techniques include but are not limited to types of questions, how to ask questions, how to follow a line of questioning and applying specific approach to specific witnesses.
     

  • ASSESSMENT CRITERION 6 
    Witnesses are identified and called upon to give testimony at the hearing.

    The hearing is conducted in accordance with the schedule, priorities and parliamentary and/or legislature rules and conventions.

    Conventions include but are not limited to ethical practice, codes of conduct, norms and practices.

    Cross-questioning techniques are utilised in accordance with formulated questions to achieve oversight objectives.

    Conclusions and recommendations are drawn up based on the evidence presented at the hearing.

    A selection measurement indicator is selected based on the impact of the recommendations.

    Measurement indicators include but are not limited to specific, measurable, attainable, relevant and timeous indicators.

    Measurement indicators are used in order to measure the impacts of recommendations.

    The assumptions and short-comings of recommendations are evaluated to reflect viability and feasibility for implementation.

    Appropriate amendments are made to document corrective actions required based on identified implementation and feasibility challenges.

    Stakeholder interests are identified to determine their impacts on recommendations for a specific oversight objective.

    A set of criteria is produced to evaluate executive responses in terms of the recommendations made.

    A response from the executive is evaluated and deliberated on, in order to inform further corrective action.

    Responses from the executive are continuously tracked and monitored to complete the oversight process. 

    ASSESSMENT CRITERION 4 
    Follow-up oversight activities are undertaken in order to complete the oversight process.

    Follow-up oversight activities include but are not limited to additional meetings, visits, public hearings and public comment.

  • An individual wishing to be assessed (including through RPL) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
