PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners within the Safety in Society and Sovereignty of the State sub-fields who work in the bomb disposal environment and who investigate scenes where explosive devices have been detonated.

A learner credited with this unit standard will be able to:
  • Prepare for blast investigation.
  • Take control of the scene.
  • Conduct a safety sweep.
  • Investigate the scene.
  • Reconstruct the explosive device.
  • Conclude the administration process.

    It is assumed that the learner has the following knowledge and skills:
  • Communication at NQF Level 4.

    Prepare for a blast investigation. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The safest and fastest route is determined to the scene. 

    ASSESSMENT CRITERION 2 
    All information regarding the incident is obtained while on route to and at the scene. 

    ASSESSMENT CRITERION 3 
    The necessary equipment and accessories are selected for the incident. 

    ASSESSMENT CRITERION 4 
    Steps are taken to ensure own safety, minimal contamination and minimise exposure to possible secondary explosions/devices on arrival at the scene. 

    SPECIFIC OUTCOME 2 
    Take control of the scene.

    ASSESSMENT CRITERION 1 
    Crime scene protocol is applied on arrival at the scene. 
    ASSESSMENT CRITERION RANGE 
    Protocol includes but is not limited to reporting to and being briefed by the crime scene manager.
     

    ASSESSMENT CRITERION 2 
    The scene is cordoned off according to the nature of the explosion scene. 

    ASSESSMENT CRITERION 3 
    The inner cordon of the scene is identified and taken control of by demarcation/s. 
    ASSESSMENT CRITERION RANGE 
    An entry and exist route must be established and maintained.
     

    ASSESSMENT CRITERION 4 
    The crime scene manager is informed of actions to be taken. 

    SPECIFIC OUTCOME 3 
    Conduct a safety sweep.

    ASSESSMENT CRITERION 1 
    The inner cordon is swept for secondary hazards. 

    ASSESSMENT CRITERION 2 
    The identified hazards are marked according to organizational policies and procedures. 

    ASSESSMENT CRITERION 3 
    Safety areas and principles are re-appreciated and applied on conclusion of the sweep. 

    ASSESSMENT CRITERION 4 
    Secondary hazards are disposed off by applying bomb disposal techniques. 

    SPECIFIC OUTCOME 4 
    Investigate the scene. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The demarcated areas are swept and all evidence is identified and marked for evidential uses. 

    ASSESSMENT CRITERION 2 
    All evidence is processed in line with the chain of custody. 
    ASSESSMENT CRITERION RANGE 
  • Evidence includes samples and swabs.
  • Processed includes but is not limited to photographed, collected, packed, sealed, noted and analysis request letters completed.
     

  • ASSESSMENT CRITERION 3 
    Remnants of the explosive device are recovered for reconstruction and evidential purposes. 

    ASSESSMENT CRITERION 4 
    The inner cordon is handed back to the crime scene manager.

    Reconstruct the explosive device.

    ASSESSMENT CRITERION 1 
    The type of explosive device is determined according to the nature of the scene. 

    ASSESSMENT CRITERION 2 
    The explosive device is reconstructed according to evidence obtained at the blast site. 

    ASSESSMENT CRITERION 3 
    Photographs are taken and documentation is maintained of the reconstruction during the reconstruction of the explosive device. 

    SPECIFIC OUTCOME 6 
    Conclude the administration process.

    The explosive device data base is updated for future reference evidential purposes.

    The case docket is completed for handing over to the case officer.

    Preparations are made to testify in court.
