PURPOSE OF THE UNIT STANDARD 
This unit standard will enable learners to apply knowledge and skills related to the investigation of stock theft. It will enable learners to evaluate a stock theft scene, assess the investigation process of stock theft related crimes and control the movement of livestock and livestock produce. Learners will know and understand the complexities regarding stock theft especially where such theft takes place across the borders of South Africa and other countries legislation comes into play.

A person credited with this unit standard will be able to:
  • Evaluate a stock theft scene.
  • Assess the investigation process of stock theft related crimes.
  • Manage movement of livestock or livestock produce.

    ASSESSMENT CRITERION 1 
    Types of crimes which relates to stock theft are described in relation to the definitions within current legislative prescripts. 
    ASSESSMENT CRITERION RANGE 
    Crime also refer to offences as detected as a result of police action, such as the non-adherence to prescribed legislative prescripts e.g. identification/marking stock.
     

    ASSESSMENT CRITERION 2 
    Methods of securing a stock theft related crime scene are identified in order enhance the investigation process. 
    ASSESSMENT CRITERION RANGE 
  • Enhance refer to but is not limited to search and seizure of potential exhibits and evidence, identification and dealing with victims, suspects and witnesses.
  • Methods may refer to but are not limited to close gates, access control, closing doors of shelters, posting of members and police tape.
     

  • ASSESSMENT CRITERION 3 
    Investigative aids are assessed in terms of their uses in the investigation process. 
    ASSESSMENT CRITERION RANGE 
  • Investigative aids may refer to but is not limited to dog master, forensic field worker, photographer and fingerprint expert.
  • Investigation process in these assessment criteria must refer to the importance of recording observations and information.

    A stock theft scene is assessed in line with legal prescripts.

  • Process may refer to but is not limited to the identification, tracking, tracing, interviewing, arrest and charging as well as statement taking.

    Processes in identifying the live stock and live stock produce are analyzed for use when determining ownership. 
    ASSESSMENT CRITERION RANGE 
    Processes in identifying may refer to but is not limited to the obtaining of descriptions of live stock, identification marks, visiting outlets, licences and certificates, checking of registers and seizure of exhibits and chain of evidence, impoundment of live stock.

    Potential clues are examined for evidence gathering purposes.

    The procedures regarding the movement of live stock and livestock produce are assessed in line with the current legislation.

  • The movement of live stock and live stock produce may include movement across international, national, provincial borders and port of entries.
  • Current legislation may include but is not limited to departmental instructions.

    Role-players in the stock theft environment are examined in terms of their roles and functions and current trends.

  • Role-players refer to but are not limited to institutions such as National Emerging Red Meat Producers.
  • Organizations, Red Meat Producers Organization and National Wool growers association, South African Police Service, Department of Agriculture, International, national and local authorities.

    Crime statistics is utilized in order to conduct an organized stock theft operation. 
    ASSESSMENT CRITERION RANGE 
    Conduct must include but is not limited to research, planning, organizing and conducting the operation.
