PURPOSE OF THE UNIT STANDARD 
This unit standard is aimed at individuals involved in the enforcing of legal compliance in conservation and other environments with an application of appropriate legislation. This competence will contribute to the sustainability of natural resources and therefore benefit a range of critical activities in the Conservation sub-field.

Learners found competent against the requirements of this unit standard will be able to:
  • Apply appropriate local legislation and regulations practically and have a broad understanding of its links to provincial, national and international legislation.
  • Comply with procedures with respect to collection and submission of evidence (CITES species).
  • Demonstrate good self-management and interpersonal skills in the discharge of the above duties.

    It is assumed that the learner is competent in Communication and Mathematical Literacy at NQF Level 4.

    Apply appropriate local legislation and regulations and make necessary linkages to provincial, national and international legislation. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Local (district municipality and other) ordinances and regulations are explained with reference to the enforcement of conservation compliance. 

    ASSESSMENT CRITERION 2 
    A clear distinction is made between actions that constitute compliance and acts of non-compliance, on the basis of relevant conservation laws, ordinances and regulations. 

    ASSESSMENT CRITERION 3 
    Compliance with rules governing the issuing of permits is correctly interpreted by applying relevant conservation legislation in the workplace. 

    ASSESSMENT CRITERION 4 
    Field activities within the job description, that may aid the identification, arrest and apprehension of transgressors is conducted according to operational requirements. 

    ASSESSMENT CRITERION 5 
    The links between local ordinances and the provisions of provincial, national and international legislation is explained as it relates to legislative frameworks used for the facilitation of conservation compliance. 

    ASSESSMENT CRITERION 6 
    An understanding of the National Environmental Management: Protected Areas Act 57 of 2003 is displayed and links with existing ordinances and Provincial regulations are explained.

    ASSESSMENT CRITERION 1 
    Accepted methods of evidence collection, preparation and presentation are applied to enforce conservation compliance.

    Information that pertains to cases of conservation non-compliance is collected from a suitable variety of sources in the field and elsewhere.

    Crime scene management for the collection of evidence is applied according to set guidelines.

    Information obtained is used to produce concise, coherent and accurate reports. 

    ASSESSMENT CRITERION 5 
    Correct methods of handling evidence are applied in the context of a court case dealing with threatened and/or endangered species.

    Parts of organisms are collected and identified for use as exhibits or evidence according to relevant procedures.

    The symptoms of psychological stress associated with law enforcement activities are outlined. 

    ASSESSMENT CRITERION 2 
    Coping skills are exhibited in the event that the learner-field ranger/conservation officer personally experiences psychological stress. 

    ASSESSMENT CRITERION 3 
    Appropriate assistance and support are provided to fellow workers in the event that psychological stress becomes evident in them. 

    ASSESSMENT CRITERION 4 
    Respect for the dignity and human rights of offenders is manifest in the use of no more than the necessary (minimum) force. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing an individual against this unit standard must meet the assessor requirements of the relevant ETQA. In particular, such assessors must demonstrate that they assess in terms of the scope and context defined in all the range statements. Any institution offering learning towards this unit standard must be accredited as a provider with the relevant ETQA. External moderation of assessment will be conducted by the relevant ETQA at its discretion according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures.
