PURPOSE OF THE UNIT STANDARD 
This unit standard will be useful to learners who are required to do minor maintenance and inspection on lifting equipment and machinery, prior to use.

Learners credited with this unit standard are able to:
  • Discuss and explain basic maintenance and inspection procedures.
  • Plan and prepare for the maintenance and inspection process.
  • Perform maintenance and inspection procedures.
  • Care and store tools and equipment.

    The skills, knowledge and understanding contained within this unit standard are essential for the demonstration of competence in the sub-field of mechanical handling (rigging).

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that a learner attempting this unit standard has completed the unit standard associated with the use and care of hand tools and understands the safety requirements for working at dangerous heights. 

    UNIT STANDARD RANGE 
    For the purpose of assessment:

    Pre-use maintenance and inspection of lifting machinery and equipment is limited to:
  • Visual inspection for defects.
  • Maintenance and repair is limited to minor defects (example, repair on safety latch on a safety hook; straightening of bent or warped components).
  • Maintenance also includes but is not limited to the lubrication of overhead cranes; winch drums; gantries; chain blocks and ropes.

    Discuss and explain basic maintenance and inspection procedures. 
    OUTCOME NOTES 
    A maintenance and inspection procedure refers to tasks that are performed prior to the use of lifting machinery and equipment to ensure that it is in working order. These tasks may include examination, servicing, lubrication, minor repair and quality checks.

    Maintenance procedures are explained and discussed in terms of worksite practice and safety legislation.

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The maintenance and inspection procedure is planned in terms of the safety and functionality of the lifting machinery and/or equipment, prior to use. 

    ASSESSMENT CRITERION 2 
    Resource requirements are listed and prepared in terms of the maintenance and inspection procedure. 

    ASSESSMENT CRITERION 3 
    Preparations are made for the isolation of lifting machinery and the erection of preventative signage and barriers, prior to the maintenance procedure, where required, and in terms of work-site practice and safety regulations. 

    ASSESSMENT CRITERION 4 
    Support and guidance is provided to workers engaged in maintenance tasks. 

    SPECIFIC OUTCOME 3 
    Perform the maintenance and inspection procedure. 
    OUTCOME RANGE 
    Lifting machinery and equipment include, but are not limited to overhead cranes, gantries, lifting equipment and tackle. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Lifting machinery and/or equipment is cleaned and wear, defects and non-compliance are identified by inspection. 

    ASSESSMENT CRITERION 2 
    Lifting machinery and/or equipment is tested for functionality in terms of manufacturers' design specifications. 

    ASSESSMENT CRITERION 3 
    Malfunctioning and non-compliant lifting machinery and equipment is repaired. 

    ASSESSMENT CRITERION 4 
    Lubrication is applied according to the appropriate method of application and type of lubricant required in terms of manufacturers' specifications. 

    ASSESSMENT CRITERION 5 
    Final quality checks are performed and the maintenance and repair history is recorded in order to comply with regulatory requirements.

    Maintain, care and store tools and equipment.

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The proper care and storage procedures for tools and equipment are explained in accordance with work site practices. 

    ASSESSMENT CRITERION 2 
    All tools and equipment is cleaned and stored in accordance with worksite practice. 

    ASSESSMENT CRITERION 3 
    Tool and equipment defects observed during use, are noted, recorded and/or reported, and the necessary corrective action is taken. 
    ASSESSMENT CRITERION RANGE 
    Recording of information depends on the applicable work-site practice and may vary according to specific industry sectors.
     


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • The assessment of qualifying learners against this standard should meet the requirements of established assessment principles.
  • It will be necessary to develop assessment activities and tools, which are appropriate to the contexts in which the qualifying learners are working. These activities and tools may include an appropriate combination of self-assessment and peer assessment, formative and summative assessment, portfolios and observations etc.
  • The assessment should ensure that all the specific outcomes, critical cross-field outcomes and essential embedded knowledge are assessed.
  • The specific outcomes must be assessed through observation of performance. Supporting evidence should be used to prove competence of specific outcomes only when they are not clearly seen in the actual performance.
  • Essential embedded knowledge must be assessed in its own right, through oral or written evidence and cannot be assessed only by being observed.
  • The specific outcomes and essential embedded knowledge must be assessed in relation to each other. If a qualifying learner is able to explain the essential embedded knowledge but is unable to perform the specific outcomes, they should not be assessed as competent. Similarly, if a qualifying learner is able to perform the specific outcomes but is unable to explain or justify their performance in terms of the essential embedded knowledge, then they should not be assessed as competent.
  • Evidence of the specified critical cross-field outcomes should be found both in performance and in the essential embedded knowledge.
  • Performance of specific outcomes must actively affirm target groups of qualifying learners, not unfairly discriminate against them. Qualifying learners should be able to justify their performance in terms of these values:

    > Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
    > Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA.
    > Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures.

    UNIT STANDARD ASSESSOR CRITERIA 
    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Remember we want to declare the person competent in terms of the title. Where assessments at title level are unmanageable, then focus assessment around each specific outcome, or groups of specific outcomes.
  • Make sure evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, directness, authenticity, sufficiency, openness and consistency.

    UNIT STANDARD NOTES 
    The learning covered in this unit standard is confined to pre-use maintenance and inspection only. It must be noted that lifting machinery and equipment defects are usually repaired by personnel other than mechanical handling (rigging) personnel. The degree of pre-use maintenance and repair covered by this unit standard is therefore relatively small.

    Recognition of Prior Learning:

    The competencies covered by this unit standard can be demonstrated by recognition of prior learning. Candidates requesting to have prior learning recognised by virtue of their past working experience/s, may elect to be assessed directly, with a minimum of preparation prior to assessment.
