PURPOSE OF THE UNIT STANDARD 
Learners who demonstrate competence as described in the outcomes of this unit standard will be able to maintain basic safety, health and environmental issues in a gas installation environment.

The qualifying learner is able to:
  • Identify and describe basic health and safety statutory and organisational requirements.
  • Identify risks applicable to a gas installation environment.
  • Employ safe installation practices.
  • Describe the environmental principles applicable to a gas installation environment.
  • Describe and implement basic administrative safety requirements.
  • Describe and implement good hygiene and housekeeping practices.

    Learners accessing this unit standard will have demonstrated competence against communication and mathematical literacy at NQF Level 2 or equivalent. 

    UNIT STANDARD RANGE 
    The typical context of this unit standard assumes an existing or new domestic or commercial gas installation site.

    The typical scope of this unit standard includes one of the following but is not limited to:
  • LPG installations.
  • Natural gas installations.
  • Compressed gas installations.

    Statutory employer and employee safety responsibilities are described in terms of the OHS Act.

    Handling methods for hazardous substances, as applicable to gas installations, are described based on relevant sections of the OHS Act and applicable regulations.

    Pressure equipment requirements, as applicable to gas installations, are described based on relevant sections of the OHS Act and applicable regulations.

    General and driven machinery requirements, as applicable to gas installations, are described based on relevant sections of the OHS Act and applicable regulations.

    Electrical requirements, as applicable to gas installations, are described based on relevant sections of the OHS Act and applicable regulations.

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Risks associated with equipment and materials are described using relevant practical and industry examples. 
    ASSESSMENT CRITERION RANGE 
    Risks include mechanical-, rotating-, mobile equipment, heat, cold, high pressure, transport and handling of gas cylinders, insufficient ventilation and the transport, handling and storage of chemicals and gases.
     

    ASSESSMENT CRITERION 2 
    Risks associated with irresponsible human behaviour in the workplace are described using relevant practical and industry examples. 
    ASSESSMENT CRITERION RANGE 
    The range of irresponsible human behaviour includes "horseplay", disregarding PPE requirements, disregarding ergonomic guidelines (lifting, stretching, bending, using excessive force) disregarding installation standards and procedures, disregarding safe working methods, disregarding safety signs and disregarding demarcations.
     

    ASSESSMENT CRITERION 3 
    Risks associated with the physical installation process are described in terms of own work procedures. 
    ASSESSMENT CRITERION RANGE 
    Risks include but are not limited to risks caused by using hand tools, power tools and lifting devices, falling objects, breakages, slippages, pinching and leverages.
     

    ASSESSMENT CRITERION 4 
    Safety risks are identified at an installation site and corrective action taken in accordance with workplace SHE procedures. 

    SPECIFIC OUTCOME 3 
    Employ safe installation practices. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Personal protective equipment is worn and safe dress code implemented according to workplace requirements. 
    ASSESSMENT CRITERION RANGE 
    Safe dress code includes but is not limited to wearing PPE such as hand and foot protection, eye, ear, face and head protection, body protection, the use of hairnets, removal of jewellery and avoidance of loose clothes in plant areas, etc.
     

    ASSESSMENT CRITERION 2 
    General safe installation practices are described based industry safety standards. 
    ASSESSMENT CRITERION RANGE 
    Safe practices include compliance to applicable work permit systems, lockouts and conformance to relevant design codes.
     

    ASSESSMENT CRITERION 3 
    Safe practices for working at heights are described using relevant practical and industry examples. 
    ASSESSMENT CRITERION RANGE 
    Safe practices include using correct equipment at specified heights, correct use of scaffolding, ladders, harnesses and rigging procedures.
     

    ASSESSMENT CRITERION 4 
    Safe electrical practices are described using relevant electrical standards. 
    ASSESSMENT CRITERION RANGE 
    Safe electrical practices include using flameproof and water resistant equipment where required, employing correct earthing practices and maintaining required safe distances between electrical and gas delivery systems.

    Statutory environmental regulations are described in accordance to the relevant Acts and/or legislation.

    The general characteristics of waste materials are described as relevant to the gas installation industry. 

    ASSESSMENT CRITERION 3 
    The responsibility to act in an environmentally responsible manner is described as applicable to the gas installation industry. 

    ASSESSMENT CRITERION 4 
    The environmental impact of industrial pollution is described as applicable to the gas installation industry. 
    ASSESSMENT CRITERION RANGE 
    The description should include examples of spillages, emissions, solid waste, noise, heat and effluent.
     

    ASSESSMENT CRITERION 5 
    Waste control methods are described in accordance with the following range statement.

    Waste control methods include recycling, recovery, concentration and treatment.

    Environmental discrepancies are identified and corrective action taken as per relevant SHE checklists.

    Reasons for decontaminating and labelling equipment before maintenance, scrapping or sale are explained in accordance with relevant SHE policies and procedures.

    Workman's compensation procedures in case of workplace injury are explained as stipulated by the government.

    General duties of employers and self employed persons are described in terms of the OHS Act. 

    ASSESSMENT CRITERION 3 
    Consequences of non-compliance are described with examples from the industry. 

    ASSESSMENT CRITERION 4 
    Record, investigate and report incidents to relevant authorities as per relevant procedures. 
    ASSESSMENT CRITERION RANGE 
    Reportable incidents include but are not limited to death, loosing a limb, injury resulting in extended absence, explosions.

    Up to date records are kept of prescribed equipment inspections in accordance with relevant policies and procedures.

    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • An assessor, accredited with a relevant NQF Level 3 or higher qualification, will assess the learner's competency.
  • Only an Assessor with considerable first hand experience in gas installations will assess the learner's competency.
  • Anyone assessing a learner or moderating the assessment of a learner against this Unit Standard must be registered as an Assessor with the relevant ETQA.
  • Direct observation in simulated or actual work conditions is required.
