PURPOSE OF THE UNIT STANDARD 
The qualifying learner will be capable of understanding and applying local, national and international regulations and statutory reporting related to the operation of ports and harbours. It will ensure the compliance of South African ports/harbours and terminals to international and national legal frameworks, including safety at sea, marine pollution and port/terminal security. This underpinning knowledge will form the basis for practice in port operations.

Qualifying learners will be capable of:
  • Understanding the National Ports Act.
  • Applying port rules.
  • Understanding the South African Maritime Safety Association (SAMSA) requirements for port operations.
  • Applying the Maritime Pollution (MARPOL) requirements in terms of the port and approaches.
  • Applying the International Ship and Port Facility Security (ISPS) Code.

    Port operations are explained in terms of the National Ports Act.

    Apply port rules.

    Sections relating to ports are explained in terms of the port rules.

    Areas of jurisdiction of the port are described according to the port rules.

    Pilot exempt vessels and exemption criteria, including assessment are identified and described in relation to port rules.

    Sections relating to hazardous cargoes are explained in terms of local port rules and the International Maritime Dangerous Goods (IMDG) code.

    Limitations with regard to carriage and handling explosive goods are applied in terms of the port rules.

    Regulations pertaining to ports are explained in terms of the Marine Traffic Act. 

    SPECIFIC OUTCOME 4 
    Apply the Maritime Pollution (MARPOL) requirements in terms of the port and approaches.

    ASSESSMENT CRITERION 1 
    MARPOL requirements for the port and approaches are explained in terms of the Marine Pollution (Prevention of pollution from ships) Act. 

    ASSESSMENT CRITERION 2 
    Incident reports are compiled and submitted as required by the Marine Pollution Act (Prevention of pollution from ships) and the National Oil Spill Contingency Plan. 

    ASSESSMENT CRITERION 3 
    Disposal of garbage at sea is described in terms of the Dumping at Sea Control Act. 

    SPECIFIC OUTCOME 5 
    Apply the International Ship and Port Facility Security (ISPS) Code. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Port and ship security are explained in terms of the ISPS code. 

    ASSESSMENT CRITERION 2 
    Security breeches are identified and reported to the Port Security Officer in accordance with the port security plan. 

    ASSESSMENT CRITERION 3 
    The impact of the ISPS code on the activities of the pilot is explained using examples.

  • Any institution offering learning that will enable achievement of this unit standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant Education and Training Quality Assurance (ETQA) body.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in the specific outcomes of the unit standard as well as the integrated competence described in the purpose of the unit standard.
