PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners seeking to enter Local Government structures and wishing to acquire general competences about the functioning of Local Government. This unit standard enables a learner to identify how the public sector operates and how Local Government structures fit into the national government. The learner will also be able to identify the main internal stakeholders that affect Local Government and how they interlink to achieve service objectives.

The qualifying learner is capable of:

  • Explaining the role of employer and employee organisations in Local Government.

    Long-term goals include but are not limited to job creation, redistribution of income and opportunities in favour of the poor, health, education and other services, creating security.

    The government's Programme of Action (POA) in relation is discussed in relation to its long-term goals.

    The way in which Local Government links into the overall POA is discussed with specific reference to typical activities of local authorities.

    Any individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
