PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners working within a Local Government structure and who have been elected as municipal councillors. The completion of the standard will add value to individuals who are seeking to develop a career pathway in Local Government and Administration. This standard will enable the learner to develop personal leadership competences to enhance community involvement in municipal processes.

The qualifying learner is capable of:
  • Identifying key leadership principles and competences appropriate to Local Government leadership.
  • Applying communication and interpersonal skills in fulfilling Local Government functions.
  • Managing and resolving conflicts and problems encountered in Local Government context.
  • Establishing a value base to enhance public participation at municipal level.

    ASSESSMENT CRITERION 1 
    The core communication and interpersonal skills required to effectively fulfil Local Government councillor function are identified and explained with examples. 

    ASSESSMENT CRITERION 2 
    The principles of feedback are explained in the context of the councillor's broad roles and responsibilities in public participation and citizen involvement. 

    ASSESSMENT CRITERION 3 
    The role of information and knowledge management in achieving public participation and citizen involvement is explained with reference to the councillor's own contribution. 

    ASSESSMENT CRITERION 4 
    The principles of transparency and accountability are described and integrated into overall communication strategy adopted in fulfilling the role and the function of a Local Government councillor. 
    ASSESSMENT CRITERION RANGE 
    The principles of transparency and accountability include but are not limited to suspending preconceived notions and opinions in facilitating public participation, compliance, understanding the difference between politics and administration, a culture of being accountable, work ethics (Batho Pele principles), usage of work related policies.
