PURPOSE OF THE UNIT STANDARD 
A learner accredited with this standard will be able to demonstrate applied competence in managing the proper care of freight through the control of handling, movement, securing and safeguarding techniques. A learner will be able to:
  • Review and control internal processes and procedures used in the movement and care of freight.
  • Facilitate joint co-ordination of role player activities.
  • Control the consolidation, separation, labelling and/or marking and securing of freight.
  • Implement measures to ensure quality of freight.
  • Ensure the implementation of loss control policy and security of freight.

  • UNIT STANDARD RANGE 
    This standard is applicable to those in a control or management position within operations in a freight handling/storage environment: South Africa. The candidate will deal with a variety of routine and non-routine situations, and be able to determine appropriate methods and procedures in response to a range of concrete problems with some theoretical elements. The candidate has full responsibility for the nature, quantity, and quality of output, and possible responsibility for the achievement of group output.

    Review and control internal processes and procedures used in the movement and care of freight.

    ASSESSMENT CRITERION 1 
    Procedures dealing with the transit, receiving, handling, storage and dispatch are reviewed to ensure safety of people, environment and freight integrity. 

    ASSESSMENT CRITERION 2 
    Weaknesses are identified in the procedures dealing with the transit, receiving, handling, storage and dispatch to ensure the safety of people, environment and freight integrity. 

    ASSESSMENT CRITERION 3 
    Recommendations are made to improve the procedures dealing with the transit, receiving, handling, storage and dispatch. 

    ASSESSMENT CRITERION 4 
    Authorised improvements are implemented that will ensure the safety of people, environment and freight integrity. 

    SPECIFIC OUTCOME 2 
    Facilitate joint co-ordination of role player activities.

    Facilitate joint co-ordination of stakeholder activities within the logistics chain in order to maximise the economic and efficient (e.g. timeous) care of freight.

    Relevant role players within the logistics chain are identified in order to maximise the economic and efficient care of freight.

    The specific key activities of the different role players within the logistics chain and the contribution or influence that they will have in the care of freight are identified and communicated to each role players in order to maximise the economic and efficient care of freight. 

    ASSESSMENT CRITERION 3 
    Procedures or changes to procedures dealing with the transit, receiving, handling, storage and dispatch are communicated to each role player to facilitate the joint co-ordination of role player activities.

    Control the consolidation, separation, labelling and/or marking and securing of freight.

    Control the consolidation, separation, labelling and/or marking and securing of freight in compliance with industry standards, national and international legislation and codes (e.g. ISO 9002, ISO 14000) applicable to the selected discipline (e.g. distribution, shipping, air, rail, road, etc).

    Specific handling methods to the care of given products are identified and applied in order to maximise the economic and efficient care of freight.

    The labelling and/or marking of freight conforms to industry standards, and national and international legislation and codes and consequences of non-conformance is described.

    Alternatives are recommended on identified non-conformance areas and procedures are in place to deal with the non-conformance areas to maximise the economic and efficient care of freight. 

    ASSESSMENT CRITERION 4 
    The latest technologies and the ability to apply these in a given context are considered and the impact it may have on the maximisation and utilisation on resources are described in order to maximise the economic and efficient care of freight.

    Stock rotation principles and procedures are applied according to customer requirements to ensure the quality of freight.

    Customer requirements are adhered to regarding the quality of freight.

    Customer requirements include, but is not limited to, temperature control, delivery schedules, packaging, containerisation, and right quantity and product.

    Freight is selected and grouped for storage and dispatch to ensure compatibility of freight according to the characteristics of different freight types, delivery schedules, customer requirements, legislation and standards. 

    ASSESSMENT CRITERION 4 
    Freight is secured for storage and dispatch to ensure compatibility of freight according to the characteristics of different freight types, delivery schedules, customer requirements, legislation and standards. 

    SPECIFIC OUTCOME 5 
    Ensure the implementation of loss control policy and security of freight.

    Implement measures to ensure the implementation of loss control policy and security of freight in conformance with insurance specifications and risk management standards.

    ASSESSMENT CRITERION 1 
    Quality and loss control systems are applied and recommendations are made to implement a more effective system in the workplace. 

    ASSESSMENT CRITERION 2 
    Incidents of theft, pilferage and damages are investigated, analysed and reported according to organisational procedures. 

    ASSESSMENT CRITERION 3 
    A risk assessment is conducted based on incidents of theft, pilferage and damages to identify tendencies and recommendations are made to improve the quality and loss control system. 

    ASSESSMENT CRITERION 4 
    Forecasting relating to costs is done based on the risk assessment for future budgeting purposes to improve the quality and loss control system. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • This Unit Standard will be assessed by an assessor and moderated by a moderator registered with the relevant ETQA.
  • Assessors should be in possession of a relevant qualification that is at least one level higher than the level of this unit standard.
