PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to describe the required documentation needed by a crewmember and describe safe working practices on the deep-sea commercial fishing vessel. They will also be able to carry out these safe working practices on a deep-sea commercial fishing vessel and participate as a crew member on the deep-sea commercial fishing vessel.

The qualifying learner will be capable of:

    SPECIFIC OUTCOME 1 
    Describe the relevant legislated documentation required by a crew member on a deep sea commercial fishing vessel. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Relevant legislated documents for a crew member are acquired as prescribed by various Regulating Authorities (South African Maritime Safety Authority). 

    ASSESSMENT CRITERION 2 
    Relevant Regulating Authorities and role players are described in order to comply with relevant legislation. 

    ASSESSMENT CRITERION 3 
    Consequences of non-compliance with relevant regulations applicable to crew members are identified and described with examples. 

    SPECIFIC OUTCOME 2 
    Describe safe working practices on a deep sea commercial fishing vessel. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Hazardous work areas and situations on a deep sea comer commercial fishing vessel are identified and the particular hazard and preventative measure in each case identified in accordance with safety policies and procedures. 
    ASSESSMENT CRITERION RANGE 
    Hazardous areas include freezer, frost bite/refrigerant hazards/stacking and de-tacking damage trays and hydraulic shelving, slippery decks, blast freezer room, trapped factory: moving equipment (conveyor belt), movement of vessel, water-tight integrity (scuppers), guarding and safety devices, knives and movement, product-fish bones; deck: weather, unsafe acts and conditions, nets, lines, warps, hooks (and related activities), restricted area hold (fish hold and fish meal): moving of cartons (stability of product and raw material, consider stability of vessel as a whole, temperature (time spent in the hold), wet fish vessel - security of footing (ice and product), fish meal - machinery/boiler/screw conveyor/flammable - water causes spontaneous combustion engine room: heat and moving parts, slippery decks, guards and covers, electricity).
     

    ASSESSMENT CRITERION 2 
    Protective clothing and associated safety equipment are correctly identified for specific areas and described with examples. 
    ASSESSMENT CRITERION RANGE 
    Equipment for areas include: Freezer, factory, deck clothing and equipment includes: freezer and hold: wooden boots, gloves (mittens, asbestos), thermal suites and socks, balaclavas, safety boots/panic button factory: rubber boots, oilskins, apron, headgear, latex finger stalls (gutting and filleting)/alarms, deck: Hard hats/oilskins, boots, flotation aids, safety boots, emergency stops for winches, cut-off to fuel, fire fighting equipment.
     

    ASSESSMENT CRITERION 3 
    Safety drills and procedures carried out on deep sea commercial fishing vessel are identified and the description of their application and purpose is consistent with safety policies and procedures. 
    ASSESSMENT CRITERION RANGE 
    Drills once a week, muster sheets, safety stations, safety checklist - legislated (South African Maritime Safety Authority), check operation of certain types of things (responsibility of the mate).
     

    ASSESSMENT CRITERION 4 
    Hygiene requirements and their importance in the protection of personnel and product on a deep sea commercial fishing vessel are identified and described in accordance with safety and health policies and procedures. 
    ASSESSMENT CRITERION RANGE 
    Personal hygiene requirements may include but is not limited to hands, clean clothes, covering, (contamination counts) vessel cleaning schedules: HACCP, hygiene inspection - accommodation and product, factory, handling product - keep it moving through (FIFO), local legislation/product requirements, before/during/after voyage - one hour, one day, one voyage.
     

    ASSESSMENT CRITERION 5 
    Procedures to be carried out in preparation for heavy weather on a deep sea commercial fishing vessel are identified and described in accordance with standing instructions. 
    ASSESSMENT CRITERION RANGE 
    Procedures may include but are not limited to secure loose gear, fishing gear - bring on board and secure, water-tight integrity, check for integrity, hold covers in place, (should be a follow on to a generic standard for the maritime industry), safe speed and extra watches/lookouts, factory activities halt.
     

    SPECIFIC OUTCOME 3 
    Follow safe working procedures on a deep sea commercial fishing vessel. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Working practices in hazardous areas and situations are checked to comply with the vessel's Safe Ship Management Plan. 

    ASSESSMENT CRITERION 2 
    Hazards and dangers associated with particular fishing methods are described in terms of impact on self and crew. 

    ASSESSMENT CRITERION 3 
    Tasks and activities, including the shooting and setting of commercial fishing gear and retrieval of catch, are carried out in a manner consistent with instructions given by senior crew. 
    ASSESSMENT CRITERION RANGE 
    Crayfish/tuna and hake (long line):
  • Line between traps - runs out of a loop; also long lines (tuna/hake); baiting hooks; hooking fish inboard; trawl: running nets and wires; trawl doors - move with the vessel; cable bites; (hooking and clipping); movement - weather; gear; vessel pulling up - cable tension/snaps; gantry and overhead blocks - load and movement; jigging: automated line fishing (20-30m); be careful of unexpected tension/release.

    Safety drill and procedures are carried out according standing instructions and vessel and/or company practice. 

    ASSESSMENT CRITERION 5 
    Protective clothing is used in line with purpose and design, and in accordance with vessel safe working procedures. 
    ASSESSMENT CRITERION RANGE 
    Protective clothing may include gloves, boots, goggles and hard hat.
     

    ASSESSMENT CRITERION 6 
    Examples of signs of gear failure and fatigue for the selected fishing method are identified and action is taken according to standard operating procedures. 
    ASSESSMENT CRITERION RANGE 
    Trawling: load, gantry, signs of problems: cable failure: warp/rope inspection: cable spiking, stranding wire rusting, colouring, lubrication, initial diameter and safe working limits/shackles and blocks (pins/bowl - shape, general shackle shape) sheaves: signs of gear failure, wear, sound/movement, seizing, brake failure (mechanical): winches and windlasses: guiding gear on winch - erratic movement/jumping/jam, actions: stop, report at engine room; emergencies, rope and cable - inspect, maintain (oil and grease), replace (replacement programme), cut sections and splice, shackles and sheaves: replace - certified shackles (based on loads and safe working limits), brake: use properly, maintenance programme.

    Personal, vessel and product hygiene practices are implemented and maintained consistently throughout the watch according to vessel and/or company requirements.

    Own role as a member of the crew is described in terms of impact on the safe and effective conduct of the vessel and fishing operation.

    Team work is carried out efficiently, punctually and with consideration for others, in accordance with standing orders.
