PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to plot and determine a ship's position and course on a chart. The learner will also be able to explain regulations regarding the prevention of collisions at sea and apply these regulations while plotting a chart. The person will be able to keep navigational watch and monitor their progress of passage along a planned route, and report on and correct deviations.

The qualifying learner will be capable of:
  • Determining the ship's position on a chart.
  • Determining safe courses between two positions on a chart.
  • Explaining the content, application and intent of the International Regulations for Preventing Collisions at Sea 2005.
  • Keeping a navigational watch.
  • Monitoring a passage along a planned route. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners accessing this unit standard will have demonstrate competence in:
  • Communication at NQF Level 2 or equivalent.
  • Mathematical Literacy at NQF Level 2 or equivalent. 

  • UNIT STANDARD RANGE 
  • This unit standard involves the skills and knowledge needed to perform the chart work activities required on fishing vessel under 24 meters.
  • A thorough knowledge of the relevant regulations is required.
  • Work must be carried out in accordance with the relevant maritime regulations.
  • Can demonstrate competence by oral examination, completion of approved education and training, written theoretical examination and assessment of evidence obtained from one or more of the following:
    > Approved in-service training.
    > Approved training ship.
    > Approved simulator training.
    > Approved laboratory equipment training.
  • SAMSA's Code for South African Maritime Qualifications: Study matrices and syllabuses for fishing and marine motorman qualifications, Electronic Navigation Systems, Module 1 (Radar), any amendments or equivalent.

    SPECIFIC OUTCOME 1 
    Determine the ship's position on a chart. 
    OUTCOME RANGE 
    Determine the ship's position on a chart by the use of latitude and longitude, simultaneous cross bearings (using compass, true or gyro bearings), transit bearings, by bearing and range, multiple ranges and relative bearings, positional information from aids to navigation, including lighthouse, beacons, buoys and electronic navigation systems or by any use of the above, dead reckoning, taking into account estimated speed.

    ASSESSMENT CRITERION 1 
    The difference between magnetic and true bearings is explained with examples. 

    ASSESSMENT CRITERION 2 
    Deviation and Variation are explained with examples in terms of determining the ship's position. 

    ASSESSMENT CRITERION 3 
    Information is obtained from navigational charts and publications to plot a chart. 
    ASSESSMENT CRITERION RANGE 
    Information must be relevant, interpreted and applied according to requirements.
     

    ASSESSMENT CRITERION 4 
    Potential navigational hazards are accurately identified on a chart. 

    ASSESSMENT CRITERION 5 
    Potential aids to navigation are accurately identified on a chart. 

    ASSESSMENT CRITERION 6 
    The primary method of fixing the ship's position is explained and demonstrated to determine the most appropriate prevailing circumstances and conditions. 

    ASSESSMENT CRITERION 7 
    The ship's position is determined utilising Dead Reckoning. 

    SPECIFIC OUTCOME 2 
    Determine safe courses between two positions on a chart. 
    OUTCOME RANGE 
    Determination may include but is not limited to using, amongst others, chart catalogues, charts (including lattice and pilot charts), deviation tables, navigational publications, radio navigational warnings, azimuth mirror, electronic navigation equipment, echo sounding equipment, compass, gyro compass and tide tables.

    ASSESSMENT CRITERION 1 
    Hazards to navigation are identified and taken into account when plotting a safe passage. 

    ASSESSMENT CRITERION 2 
    All buoyage is identified and interpreted on a chart. 

    ASSESSMENT CRITERION 3 
    Safe courses between two positions are determined on a chart. 

    ASSESSMENT CRITERION 4 
    True courses are converted into magnetic and compass courses and vice versa making due allowance for gyro error. 

    ASSESSMENT CRITERION 5 
    Estimated time of arrival (ETA) is determined taking into account speed and other relevant factors. 

    SPECIFIC OUTCOME 3 
    Explain the content, application and intent of the International Regulations for Preventing Collisions at Sea. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Lights and shapes especially those associated with fishing vessels are identified in terms of their roles in collisions and collision avoidance. 

    ASSESSMENT CRITERION 2 
    Potential navigational hazards are identified on a chart. 

    ASSESSMENT CRITERION 3 
    Collision avoidance actions are explained according to International Regulations for Preventing Collisions at Sea. 

    SPECIFIC OUTCOME 4 
    Keep a navigational watch. 
    OUTCOME RANGE 
    Navigational watch details as prescribed in the Safe Manning Regulations must include the following:
  • En route to or from Fishing grounds, watch arrangements, Navigation, Navigational equipment, Navigational duties and responsibilities, Look-out, Weather conditions, Navigation with a pilot on board, Vessels engaged in fishing, and Vessel at anchor.

    ASSESSMENT CRITERION 1 
    The navigational watch procedure is explained in accordance with the Safe Manning Regulations. 

    ASSESSMENT CRITERION 2 
    A navigational watch is performed in accordance with standards and procedures. 

    ASSESSMENT CRITERION 3 
    The consequences of not keeping a navigational watch are explained with examples. 

    SPECIFIC OUTCOME 5 
    Monitor a passage along a planned route. 
    OUTCOME RANGE 
    Monitoring must include but is not limited to:
  • Determining the ship's track on a chart by the use of latitude and longitude, simultaneous cross bearings (using compass, true or gyro bearings), transit bearings, by bearing and range, multiple ranges and relative bearings, positional information from aids to navigation, including lighthouse, beacons, buoys and electronic navigation systems or by any use of the above and dead reckoning, taking into account estimated speed.

    The record kept of the vessel's position/movement is explained and demonstrated according to the planned route.

    Actions to be taken should the ship not follow the planned passage are described. 

    ASSESSMENT CRITERION 6 
    The reliability of the information obtained from the primary methods of position fixing is checked at appropriate intervals.

    An estimated time of arrival is determined taking into account speed and other relevant factors.
