PURPOSE OF THE UNIT STANDARD 
The person credited with this Unit Standard will be able to organise, recruit, service and represent workers in accordance with trade union values, principles and policies. They will also be able to mobilise their members and co-ordinate the structures of the workers they present.

The qualifying learner will be capable of:
  • Recruiting and servicing workers.
  • Developing and implementing organising strategies to strengthen union membership.
  • Representing interests of workers.
  • Managing a plan of action.
  • Co-ordinating union structures and workplace.

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Conditions at the workplace are assessed and monitored in terms of worker rights, interests, health and safety and trade union policy. 

    ASSESSMENT CRITERION 2 
    Strategies are described and developed that are responsive to the needs of workers in respect of rights, interests, health and safety. 

    ASSESSMENT CRITERION 3 
    A recruitment plan is compiled in line with agreed targets and trade union policy and needs. 
    ASSESSMENT CRITERION RANGE 
    Recruitment plan should include but not be limited to a conscientisation programme.
     

    ASSESSMENT CRITERION 4 
    Organisational and recruitment meetings and activities are planned and conducted in line with agreed objectives. 

    SPECIFIC OUTCOME 2 
    Develop and implement organising strategies to strengthen union membership.

    An organising strategy is developed and implemented in line with the principles and objectives of the trade union movement.

    Commitment to social justice and equality is explained with examples of interaction in the workplace.

    Plans are selected depending on the nature of the activity. 
    ASSESSMENT CRITERION RANGE 
    Activities could be of a economic, social and political nature. Activity plans may include but are not limited to campaigns, strikes, meetings, petitions, sit-ins, toy-toying, and demonstrations.
     

    ASSESSMENT CRITERION 4 
    The infrastructure and resources of the trade union are utilised to strengthen the organising strategies of the trade union.

    Represent interests of workers.

    Workers needs and demands are articulated and advanced to improve their working conditions and social needs. 

    ASSESSMENT CRITERION 2 
    Negotiation skills are used in a given situation. 
    ASSESSMENT CRITERION RANGE 
    Given situation includes but is not limited to a structured scenario, real or simulated.
     

    ASSESSMENT CRITERION 3 
    Workers' disputes and grievances are assessed in order to establish whether or not a legitimate case exists.

    In certain instances the terms disputes and grievances are used inter-changeably but in this context it is used separately. 

    ASSESSMENT CRITERION 4 
    Possible outcomes of negotiations are predicted in order to adapt the negotiating strategy or develop alternative strategies.

    Plan of action refers to a plan in which workers are organised and mobilised for a specific purpose.

    Activities within the plan of action are prioritised according to level of importance and timeframes involved. 

    ASSESSMENT CRITERION 3 
    A communication strategy is designed to ensure that the plan of action is communicated to workers. 

    ASSESSMENT CRITERION 4 
    The plan of action is implemented and managed according to targets and indications. 

    ASSESSMENT CRITERION 5 
    The implementation of the plan is monitored to ensure if the objectives of the plan have been achieved. 
    ASSESSMENT CRITERION RANGE 
    Monitoring also refers to the timeous execution of the plan.
     

    ASSESSMENT CRITERION 6 
    The implementation of the plan is reviewed in order to ascertain its effectiveness indicating strengths, weaknesses and recommendations.
