PURPOSE OF THE UNIT STANDARD 
Learners accessing this unit standard will be involved in one or more specific township establishment processes. The purpose of this unit standard is to provide qualifying (new entrants) learners with knowledge and skills regarding the various steps in the process to participate effectively in concluding the process. It will assist learners in conducting surveys, drafting plans and documentation, submitting the same, negotiating agreements and monitoring progress.

The qualifying learner will be capable of:
  • Demonstrating an understanding of pre-layout physical socio-economic investigations.
  • Integrating findings of physical and socio-economic investigations.
  • Interpreting a draft township layout plan.
  • Explaining the monitoring of General Plan approval and proclamation processes.
  • Managing the sale and transfer of erven to beneficiaries.

    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this Unit Standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA or by an ETQA that has a Memorandum of Understanding with the relevant ETQA, according to the ETQA's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the Qualification, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described both in individual Unit Standards as well as the integrated competence described in the Qualification.
  • Anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA.
