PURPOSE OF THE UNIT STANDARD 
The purpose of this unit standard is to provide qualifying (new entrants) learners and housing practitioners with knowledge and skills required to effectively manage housing development processes and procedures.

The qualifying learner will be capable to:
  • Explaining housing as a set of processes and procedures in the context of integrated housing development.
  • Determining housing development and management processes and procedures to ensure optimum delivery.
  • Analysing housing development and management processes and procedures, identify shortcomings and improve them.
  • Managing housing development processes and procedures in an integrated manner. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners accessing this unit standard will have demonstrated competence in numeracy and communication skills at NQF Level 5 or equivalent.

    Processes and procedures are analysed to optimise housing delivery in accordance with organisational requirements.

    The processes, systems and procedures on housing projects and in housing establishments are maintained in terms of the guidelines for housing development project plan.

    Implement housing development processes and procedures to promote integrated housing development.

    The key concepts "efficiency", "efficacy" and "effectiveness" are explained in the context of housing development. 

    ASSESSMENT CRITERION 2 
    Monitoring and control processes to ensure efficiency and effectiveness and to achieve goals are determined to guide users. 

    ASSESSMENT CRITERION 3 
    The shortcomings in processes and procedures for housing development are examined and presented for improvement. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this Unit Standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA or by an ETQA that has a Memorandum of Understanding with the relevant ETQA, according to the ETQA's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the Qualification, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described both in individual Unit Standards as well as the integrated competence described in the Qualification.
  • Anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA.
