PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for effective administration of sport or fitness clubs/organisations at grass roots level. The administrators, coaches and technical officials in the sport or fitness environment are involved in these clubs or organisations as volunteers, part time or on a full time basis. Due to the diversity of organisations ranging from community clubs to major clubs, regional or provincial offices in sport, it is necessary that members and employees be enabled to manage the administrative systems for their organisation in accordance with best practice and good governance.

In particular, on completion of this unit standard, the learner is able to:
  • Demonstrate a working knowledge of the administrative systems required to administer a Sport or Fitness Organisation.
  • Supervise the system of documents, records and transactions for a sport or fitness organisation.
  • Apply sound business principles in a Sport or Fitness Organisation.
  • Apply financial best practices in a Sport or Fitness Organisation.
  • Conduct a formal meeting.
  • Draft and present a constitution for a club.
  • Identify the roles and functions of office bearers in a Sport or Fitness Organisation.

    Competent qualifying learners who achieve this standard in conjunction with appropriate related standards in the qualification at this level and higher, will be able to apply administrative skills and knowledge in a Sport Organisation and contribute to the general improvement of sport in South Africa in general.

    A learner undertaking this unit standard is assumed to already have:
  • Demonstrated competence against relevant unit standards at NQF Level 3 either through a previous qualification or through the Recognition of Prior Learning (RPL), which assesses workplace-based experiential learning.

    A relevant network is established at the local and provincial level that will enhance the governance of the organisation. 

    ASSESSMENT CRITERION 3 
    A list of applicable national structures are identified and communicated with on relevant issues pertaining to governance issues in sport or fitness. 

    SPECIFIC OUTCOME 2 
    Supervise the system of documents, records and transactions for a sport or fitness organisation.

    An administrative system is established and implemented for the organisation.

    The importance of a club or group having a vision, mission, goals and objectives is explained with respect to implementing sound business principles.

    The strengths, weaknesses, opportunities and threats are identified as they apply to a Sport or Fitness Organisation. 

    ASSESSMENT CRITERION 3 
    A plan of action is put in place to ensure an effective performance measurement system and to work towards the development of a strategic plan.

    Apply financial best practices in a Sport or Fitness Organisation.

    ASSESSMENT CRITERION 1 
    The best accounting requirements are described for a Sport or Fitness Organisation. 

    ASSESSMENT CRITERION 2 
    The use of various financial documents are identified and explained with respect to various business documents. 
    ASSESSMENT CRITERION RANGE 
    Includes but is not limited to: invoice, receipt, statement, cheque, petty cash book.

    The ability to manage cash is demonstrated, including methods for sorting, counting and banking money.

    A realistic budget is created for a Sport or Fitness Organisation.

    Preparations are made for a meeting by identifying role players, creating an agenda and issuing the relevant notifications.

    Correct meeting procedures and protocols are utilised in meetings of the organisation. 

    ASSESSMENT CRITERION 3 
    Written minutes of the meeting are produced as part of the follow up action.

    Draft and present a constitution for a club.

    The aim and purpose of a constitution is explained in relation to the club's activities.

    The key clauses are identified and reasons stated for their inclusion.

    The constitution is examined with respect to compliance with legal requirements.

    A draft constitution is presented for approval by relevant authorities.

    The roles of the offices bearers in the organisation are defined and tasks allocated according to different portfolios.

    The functions of the office bearers are explained with reference to their roles in the applicable meetings of the organisation.

    The protocol and procedures are explained and implemented at meetings. 

    ASSESSMENT CRITERION 4 
    The main outcomes of the meeting are documented to ensure follow up and improved performance in the organisation.
