PURPOSE OF THE UNIT STANDARD 
The learners working towards the completion of this unit standard will be working within a Ward Committee or Local Government structure, where the acquisition of competence against this standard will add value to one's job. It will also add value to individuals who are seeking to develop a career pathway in Local Government and Administration.

The qualifying learner is capable of:
  • Demonstrating knowledge of Integrated Development Planning and opportunities for Ward Committee and community participation.
  • Demonstrating knowledge and application of Community-based Planning and the opportunities for ward committee participation therein.
  • Demonstrating knowledge of the municipal budgeting process and ward committee participation.
  • Demonstrating knowledge of the municipal service delivery process and performance management and ward committee participation therein.
  • Demonstrating an understanding and describing the management of municipal performance and the role of ward committees in the process.

    The requirements of the Local Government: Municipal Systems Act, 2000 are explained and understood in relation to Integrated Development Planning. 

    ASSESSMENT CRITERION 2 
    The Integrated Development Planning process is outlined and explained with examples. 

    ASSESSMENT CRITERION 3 
    Opportunities for ward committee involvement in Integrated Development Planning are identified and explained with examples. 

    ASSESSMENT CRITERION 4 
    Relevant sections of the Municipal Planning and Performance Regulations are identified and explained with regard to community participation.

    The role and functions of Integrated Development Programmes (IDP) forums are explained with regard to the relevance to ward committee participation.

    An Integrated Development Plan is obtained and its essential elements identified and understood in relation to Ward Committee functioning.

    The relationship between IDP and government programmes at a national and provincial level are explained with examples.

    The link between IDP and municipal budget is explained with examples.

    The municipal budgeting process is outlined and explained in the context of Ward Committee budgeting processes.

    The purpose of municipal budgeting hearings are described and explained in relation to Ward Committee processes.

    Ward Committee participation in budget hearings is planned for and acted on in line with municipal procedures.

    Budget outreach by municipality to Ward Committees is planned for and acted on according to relevant procedures.

    The role of ward committees in the planning and delivery of municipal services are listed explained and understood with examples. 
    ASSESSMENT CRITERION RANGE 
    Roles include, but are not limited to: providing information on ward needs; proposal development; serving on committees; and evaluation of service providers.
     

    ASSESSMENT CRITERION 2 
    Ward Committee participation in Performance Management Phases is understood and explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Performance management phases include: planning; follow-up and feedback; and yearly performance reviews.
     

    ASSESSMENT CRITERION 3 
    Monitoring and evaluation processes are understood and explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Processes include, but are not limited to, the use of key indicators; award-based monitoring; targets; Municipal Planning and Performance Regulations.

    ASSESSMENT CRITERION 1 
    The provisions of The Local Government: Municipal Systems Act, 1998 as amended in 2000 relating to the establishment of municipal Performance Management System (PMS) are described in the context of Ward Committee functioning. 

    ASSESSMENT CRITERION 2 
    The role of Key Performance Indicators (KPI) set by the Minister of Provincial and Local Government are described and applied in Ward committee functioning. 

    ASSESSMENT CRITERION 3 
    Guidelines for identifying, screening and measuring KPIs of Ward interest groups are identified and explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Interest groups include but are not limited to general interest groups, specialist groups, traditional leaders, community development workers.
