PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for people who work in the public sector. People credited with this Unit Standard are able to explain the main roles and responsibilities of the provincial level of government in South Africa and to articulate how their work roles and responsibilities contribute to the fulfilment of these roles and responsibilities.

The qualifying learner is capable of:
  • Describing the main objectives of the Constitution of South Africa in terms of its implications for provincial government.
  • Defining the different elements of provincial government.
  • Demonstrating how own work roles and accountabilities contribute to the achievement of the roles and functions of provincial government.
  • Explaining the main challenges confronted by provincial government in one field of government and how provincial government is responding.

    The main roles of provincial government in terms of the Constitution are explained to ensure that the roles and responsibilities of provinces are understood by the individual.

    The roles of provincial legislatures in relation to constitutional objectives are understood and described.

    The roles of provincial executives in relation to constitutional objectives are understood and described.

    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Accreditation for this Unit Standard shall be obtained from the relevant Education and Training Quality Assurance Body, through summative and formative assessment by a registered assessor.
  • Assessors must be registered as an Assessor with the relevant ETQA.
  • Moderators must be registered as assessors with the relevant ETQA, or with an ETQA that has a Memorandum of Agreement with the relevant ETQA.
  • Training providers must be accredited by the relevant ETQA.

    Moderation should include both internal and external moderation where applicable.
