PURPOSE OF THE UNIT STANDARD 
The qualifying learner shall be able to perform tasks necessary to ensure life safety, fire control, and property conservation whilst under supervision.

The learner will posses the fundamental knowledge and skills to pursue a career in an emergency service.

On completion of this unit standard learners will be able to:
  • Perform all tasks safely, effectively and efficiently.
  • Secure an adequate water supply.
  • Extinguish fires in exterior Class A materials.
  • Extinguish a motor vehicle fire.
  • Control an interior structure fire.
  • Extinguish an ignitable liquid fire.
  • Control a flammable gas cylinder fire.
  • Conduct a search and rescue operation in a structure.

    It is assumed that the learner will be competent in the following at NQF Level 3:

    It is recommended that learners should be in a fit medical and physical condition as per industry standards and norms.

    SPECIFIC OUTCOME 1 
    Perform fire ground tasks safely, effectively and efficiently. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Correct personal protective clothing and equipment is used, with reference to the hazards associated with the task at hand. 

    ASSESSMENT CRITERION 2 
    Correct operational equipment and tools are selected, taking into account the requirements of the specified fire-ground operation and its context. 

    ASSESSMENT CRITERION 3 
    All procedures and techniques are implemented in a manner appropriate to the task, following standard operating procedures. 

    ASSESSMENT CRITERION 4 
    The situation is monitored constantly, with situational awareness displayed and maintained by all team members. 

    SPECIFIC OUTCOME 2 
    Secure an adequate water supply. 
    OUTCOME RANGE 
    A water supply source includes both pressurised and non pressurised sources. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    A water supply source is identified and evaluated for adequacy in relation to the requirements of the operation. 

    ASSESSMENT CRITERION 2 
    The water supply source is checked to see that it is in safe working order, taking into consideration industry safety norms and standards. 

    ASSESSMENT CRITERION 3 
    The water supply source is connected to the pumping apparatus, in a manner which ensures safe and effective functioning. 

    SPECIFIC OUTCOME 3 
    Extinguish fires in exterior Class A materials. 
    OUTCOME RANGE 
    Material configuration should include:
  • Stacked or piled material.
  • Small unattached structures (e.g. Lappas, Wendy houses or shacks).
  • Storage containers or dumpsters.

    ASSESSMENT CRITERION 1 
    Hose lines are deployed and advanced, utilising hose appliances and tools appropriately for the specific class A materials and their configuration. 

    ASSESSMENT CRITERION 2 
    Hand and master fire streams devices are operated safely and effectively, in accordance with standard operating procedures. 

    ASSESSMENT CRITERION 3 
    Water application is evaluated and modified to ensure optimum effect, with reference to the specific context. 

    ASSESSMENT CRITERION 4 
    Hidden fires are exposed, evaluated and extinguished, using standard operating procedures to ensure complete extinguishment. 

    SPECIFIC OUTCOME 4 
    Extinguish a motor vehicle fire. 
    OUTCOME RANGE 
    Motor vehicles include both passenger and goods transport vehicles. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Fuel leaks are assessed and controlled in a safe and effective manner, taking into account alternative fuels and the hazards associated with them. 

    ASSESSMENT CRITERION 2 
    The appropriate extinguishing agent is applied to ensure optimum effectiveness. 

    ASSESSMENT CRITERION 3 
    Hidden fires are exposed by opening all automobile compartments, observing standard safety procedures. 

    SPECIFIC OUTCOME 5 
    Control an interior structure fire. 
    OUTCOME RANGE 
    Depending on the stage of fire development, control means a minimum of fire containment. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Hose loads are selected, deployed and advanced in accordance with the requirements of the specific interior structure fire. 
    ASSESSMENT CRITERION RANGE 
  • Charged and uncharged hose lines.
  • 38-mm diameter or larger hose lines.
  • Up ladders and up and down interior and exterior stairways within a structure.

    ASSESSMENT CRITERION 2 
    Water is applied using direct, indirect, and combination attacks. 

    ASSESSMENT CRITERION 3 
    Effective water flow is obtained and maintained, using actions appropriate to the requirements of the specific situation. 
    ASSESSMENT CRITERION RANGE 
    Appropriate actions include:
  • Using various hand line connections.
  • Coupling and uncoupling connections.
  • Carrying and dragging hose.
  • Extending hose lines.
  • Replacing burst hose sections.

    ASSESSMENT CRITERION 4 
    Fires are attacked effectively, following procedures for fires at grade level and above and below grade levels, depending on requirements. 

    ASSESSMENT CRITERION 5 
    Hidden fires are located and suppressed in line with standard operating procedures. 

    SPECIFIC OUTCOME 6 
    Extinguish an ignitable liquid fire. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The correct type of foam concentrate is selected, with reference to the given ignitable liquid and conditions. 

    ASSESSMENT CRITERION 2 
    Foam stream components are assembled according to standard operating procedures. 

    ASSESSMENT CRITERION 3 
    A foam stream is applied to the surface of the fuel, proportioned properly so as to create and maintain a foam blanket. 

    ASSESSMENT CRITERION 4 
    Corrective measures are taken in the case of poor foam generation, based on application of the principles by which foam is generated. 

    ASSESSMENT CRITERION 5 
    Approach and retreat from spills is conducted as part of a coordinated fire attack team, in compliance with industry safety norms. 

    ASSESSMENT CRITERION 6 
    Three-dimensional liquid fuel fires are controlled and extinguished by means of water fire streams. 

    SPECIFIC OUTCOME 7 
    Control a flammable gas cylinder fire. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    An assessment of the situation is made, with reference to cylinder integrity and changing cylinder conditions. 

    ASSESSMENT CRITERION 2 
    Advances and retreats to and from the cylinder are executed safely and effectively, observing standard operating procedures. 

    ASSESSMENT CRITERION 3 
    Control procedures are conducted, ensuring that the cylinder is cooled, exposures are protected and flames not extinguished until the leaking gas is eliminated. 

    ASSESSMENT CRITERION 4 
    The situation is constantly monitored, taking into account the need to select new procedures in response to changing conditions. 

    SPECIFIC OUTCOME 8 
    Conduct a search and rescue operation in a structure. 
    OUTCOME NOTES 
    Obscured vision conditions should be affected or simulated in the structure used. 
    OUTCOME RANGE 
    Conditions for search and rescue include obscured vision conditions. 'Obscured vision' means a level of visibility that requires other than normal means of movement, and requires additional precautions to ensure safety during performance of work. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Team integrity and the safety of all team members is maintained, observing standard operating procedures for team communication in obscured vision conditions. 

    ASSESSMENT CRITERION 2 
    A thorough search is conducted of all assigned areas, ensuring that all victims are located and removed. 

    ASSESSMENT CRITERION 3 
    Entry and exit through restricted passages and dangerous areas is performed according to standard operating procedures. 

    ASSESSMENT CRITERION 4 
    Situational awareness is maintained at all times, applying orientation techniques to counter the effects of obscured vision.
