PURPOSE OF THE UNIT STANDARD 
The qualifying learner will be capable of providing remote pilotage advice based on acquired and interpreted electronic information. The Vessel Traffic System (VTS) equipment will be used here.

Qualifying learners will be capable of:
  • Acquiring and interpreting electronic data.
  • Demonstrating knowledge of local conditions and procedures.
  • Communicating acquired data to piloted vessel.

    It is assumed that a learner will be competent in:
  • Communication at NQF level 4 or equivalent.
  • Mathematics at NQF level 4 or equivalent.
  • Physical Science at NQF level 4 or equivalent.

    SPECIFIC OUTCOME 1 
    Acquire and interpret electronic data. 
    OUTCOME RANGE 
    Electronic data includes, but is not limited to: Radar, ECDIS, AIS, GPS, VHF, DSC and IPOSS 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Radar and electronic devices are used as navigational and collision avoidance aids in relation to their limitations and capabilities. 

    ASSESSMENT CRITERION 2 
    The impact of steering, propulsion systems and ship design on the manoeuvrability of vessels is demonstrated in relation to remote pilotage operations. 

    ASSESSMENT CRITERION 3 
    Factors affecting vessel performance are interpreted and communicated in relation to remote pilotage operations. 
    ASSESSMENT CRITERION RANGE 
    Factors include, but is not limited to: wind, tide, current and under-keel clearance.
     

    SPECIFIC OUTCOME 2 
    Demonstrate knowledge of local conditions and procedures. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Local electronic aids and their characteristics are described in terms of available organisational resources. 
    ASSESSMENT CRITERION RANGE 
    Electronic aids includes, but are not limited to: local bouyage systems, lights, fog signals, racons and radio beacons.
     

    ASSESSMENT CRITERION 2 
    Names and characteristics of channels (including, channel profiles), headlands and points are described in accordance with local practice. 

    ASSESSMENT CRITERION 3 
    Tidal and current conditions, including depths of water are described in relation to the pilotage area. 

    ASSESSMENT CRITERION 4 
    Safe anchorage areas are identified in relation to the pilotage area. 

    ASSESSMENT CRITERION 5 
    Traffic separation schemes are employed in terms of International recommendations. 

    SPECIFIC OUTCOME 3 
    Communicate acquired data to piloted vessel. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Relative position of piloted vessel to leading line is communicated throughout the piloting operation. 

    ASSESSMENT CRITERION 2 
    Course and speed over the ground is advised and updated throughout the piloting operation. 

    ASSESSMENT CRITERION 3 
    The presence and status of all other traffic in the affected area is communicated in accordance with VTS requirements. 

    ASSESSMENT CRITERION 4 
    The status and prognosis of the weather conditions is communicated as per operational requirements. 

    ASSESSMENT CRITERION 5 
    The pilotage operation is monitored and the piloted vessel advised immediately in terms of critical changes.

  • Any institution offering learning that will enable achievement of this unit standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant Education and Training Quality Assurance (ETQA) body.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.

  • Assessors must be registered as assessors with a relevant ETQA or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
