PURPOSE OF THE UNIT STANDARD 
The qualifying learner is capable of advising the master of an arriving vessel of the port rules regarding foreign objects and pollution.

Qualifying learners will be capable of:
  • Reporting on foreign objects in port waters and quay side.
  • Reporting on foreign matter in port waters.
  • Understanding ballast water and port waste reception facilities.

    It is assumed that a learner will be competent in:
  • Communication at NQF level 4 or equivalent.
  • Mathematics at NQF level 4 or equivalent.

    SPECIFIC OUTCOME 1 
    Report on foreign objects in port waters and quay side. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The range of measures taken to prevent cargo from falling into port waters is described according to the port rules. 

    ASSESSMENT CRITERION 2 
    Reports of cargo falling or placed into port waters and onto the quay side are compiled and submitted in accordance with port rules. 

    ASSESSMENT CRITERION 3 
    Follow-up procedures are conducted to ensure damage to infrastructure is restored and foreign objects retrieved according to port rules. 

    SPECIFIC OUTCOME 2 
    Report on foreign matter in port waters. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Reports on evidence of foreign matter, article or substance in the harbour is compiled and submitted according to port rules. 
    ASSESSMENT CRITERION RANGE 
    Foreign matter includes, but is not limited to oil, effluent and polluted water from a vessel.
     

    ASSESSMENT CRITERION 2 
    Follow-up procedures are conducted to ensure damage to infrastructure is restored and foreign objects retrieved according to port rules.

    Understand ballast water and port waste reception facilities. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The issues of ballast water are explained in terms of MARPOL guidelines. 

    ASSESSMENT CRITERION 2 
    Ballast water management plan is implemented in terms of ISO 14 000 and port rules. 

    ASSESSMENT CRITERION 3 
    Port waste reception facilities available are described in terms of ISO 14 000 and port rules. 

    ASSESSMENT CRITERION 4 
    Reports on non-compliance regarding ballast water management plan are compiled and submitted according to port rules. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this unit standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant Education and Training Quality Assurance (ETQA) body.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in the specific outcomes of the unit standard as well as the integrated competence described in the purpose of the unit standard.

  • Assessors must be registered as assessors with a relevant ETQA or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessors must be in possession of a relevant qualification at a minimum of National Qualifications Framework (NQF) level 6.
