PURPOSE OF THE UNIT STANDARD 
This Unit Standard introduces the importance of emergency planning in an organisation. It is intended for learners who are responsible for the emergency plan in a business unit or organisation and learners who are part of emergency management teams in organisations. It will be useful for Risk Management Generalists, Learners in Human Resources, Managers of Small Businesses, Intermediaries who give advice in Commercial, Industrial and Corporate Insurance, Insurance Surveyors and Loss Adjusters and learners who manage risk in insurance and other organisations.

The qualifying learner is capable of:
  • Identifying potential emergency scenarios.
  • Explaining the principles of emergency management.
  • Evaluating the resources required at a potential site.
  • Developing an emergency plan for an organisation. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are competent in Communication and Mathematical Literacy at Level 3. 

    UNIT STANDARD RANGE 
    The typical scope of this Unit Standard is:
  • Basic planning principles are plan, direct and control.
  • Basic principles of emergency management are terminate, tolerate, treat, transfer, separate and divide.
  • Emergency resources include training, skills, facilities, methods and human resources.
  • Categories of emergencies include water, power outage, fire, environs, discharge nuclear, meteorite, storm, impact, disease and explosion.
  • Procedure documents should include debriefing, review and application of corrective measures.

    ASSESSMENT CRITERION 1 
    Events that could constitute an emergency are identified in terms of damage to people, property, environs and revenue. 

    ASSESSMENT CRITERION 2 
    Risks in different emergency scenarios are identified with reference to fire, health and environs. 

    ASSESSMENT CRITERION 3 
    Negative impacts of different events are quantified in terms of severity, frequency and probability. 

    ASSESSMENT CRITERION 4 
    Events that would constitute an emergency are classified in terms of minor incident, emergency and crisis or disaster. 

    SPECIFIC OUTCOME 2 
    Explain the principles of emergency management.

    ASSESSMENT CRITERION 1 
    Basic planning principles and basic principles of emergency management are applied to potential emergency scenarios. 

    ASSESSMENT CRITERION 2 
    Resources necessary to mitigate or control risks are identified for different emergency scenarios.

    Emergency management resources are identified and an indication is given as to suppliers and availability.

    The resources required to manage different categories of emergencies at a particular site are identified for potential scenarios. 

    ASSESSMENT CRITERION 2 
    Resources available at a specific site are evaluated in order to identify gaps. 

    ASSESSMENT CRITERION 3 
    The state of readiness of the available resources is assessed and an action plan is suggested to ensure that equipment and facilities are maintained to operational readiness.

    Develop an emergency plan for an organization.

    ASSESSMENT CRITERION 1 
    The risk management process is applied to develop an emergency response plan to manage risk in different emergencies for a particular site or workplace. 

    ASSESSMENT CRITERION 2 
    A programme is devised to test the efficiency and effectiveness of the proposed emergency response plan. 

    ASSESSMENT CRITERION 3 
    Procedure documents are drafted to cover different types of emergency.

  • Anyone assessing a candidate against this Unit Standard must be registered as an assessor with the relevant ETQA or ETQA where a Memorandum of Understanding (MOU) exists with the relevant ETQA.
