PURPOSE OF THE UNIT STANDARD 
A learner will be able to receive, identify, verify and react on tokens and warning advices on the following Van Schoor methods of train control:
(a) Absolute working and/or
(b) Intermediate working and/or
(c) Subsidiary working and/or
(d) Automatic working
and will be able to conform to POSMOR and related train working rules in a specific railway environment and contribute to safe movement on rail. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING

UNIT STANDARD RANGE 
The level assigned to this standard is appropriate because performance must be carried out:
  • under different weather conditions,
  • during day and night time,
  • in different sections on single lines,
  • within a specific time span to adhere to predictable service,
  • under normal and abnormal circumstances,

    This standard includes:
  • all Van Schoor token(s) and/or warning advices applicable to the specific method on train arrangement
  • rules and procedures on token handling regarding train arrangement messages, lost tokens, instrument failures, communication failures, train delays at interloop(s)/station(s), rearrangement of crossings and train failures.
  • opening and closing of stations

    This standard excludes administering of Van Schoor methods of train control.

    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. An individual wishing to be assessed against this standard may apply to an assessment agency, assessor or provider institution that has been accredited by the relevant ETQA.
    2. A learner specialising in Rail Operations through this elective standard will be assessed by an occupational assessor who has been certified as competent against the National Certificate in Rail Operations NQF level 5, which must include this standard.
    3. A learner specialising in Train Driving through this elective standard will be assessed by an assessor who has been certified as competent against the National Certificate in Train Driving NQF level 4, which must include this standard.
    4. Any assessor and training provider must ensure that the relevant company-specific procedures/rules are used as reference material when designing courseware, assessment or when selecting pre-designed assessments.
    5. Anyone assessing a learner against this standard must be registered as an assessor with the relevant TRANSPORT SETA - ETQA.
    6. Any institution offering learning that will enable achievement of this standard must be registered and accredited as a provider at SAQA.
    7. Moderation of assessment will be done by the relevant ETQA as prescribed.

    Learners can understand and explain the following in a rail environment:

    1. Principles and theory of the applicable methods of Van Schoor system for the purpose of safe movement on rail, under normal and abnormal circumstances.
    2. POSMOR and related company-specific rules relevant to the applicable method of Van Schoor system.
    3. Relevant elements of OHS Act, Act 85 of 1993.
    4. Protocol of two-way communications to facilitate safe movement on rail.

    ASSESSMENT PROCESS

    When conducting assessment, assessors must ensure that they are familiar with the full text
    of the unit standards being assessed.

    They must ensure that assessment covers the specific outcomes, critical cross-field
    outcomes and essential embedded knowledge.

    Each environment/situation will be different, it will be necessary to develop assessment
    activities and tools, which are appropriate to the context in which the assessment will take
    place.

    METHOD OF ASSESSMENT

    During formal training at the provider:

    3. Simulation

    During on the job training:
    1. Oral test

    3. Case studies.

    In the Rail Operations environment it will be more effective to assess a number of unit
    standards together and the assessor must evaluate each assessment request to determine
    the grouping of the standards for assessment.

    The assessment must integrate a number of different methods. (Example: When equipment,
    communication and train movements are normal the integrated assessment will be based on
    normal working. The abnormal working assessment will then be based on a case study
    (simulation) or when the abnormal working is in operation during the assessment period, the
    normal working assessment will be a case study (simulation). This will give the assessor
    reliable and valid proof of competence and evidence of required attitudes and skills.

    The integrated assessment must take place in the environment where the learner will work
    independently on completion of final assessment.

    Valid, reliable and authentic evidence (presented as a portfolio of evidence) from past achievements and experience may serve to supplement the assessment of applied competence. The portfolio should include, inter alia:
    1. Written statements from persons (e.g. current and/or previous employer, colleague, peer, manager, external customers) confirming competence of the learner.
    2. Relevant certificates or awards.
    3. Previous assessment records.
    4. Journal (Logbook).

    SUPPLEMENTARY INFORMATION

    The Van Schoor methods of train control are explained in the following definitions.

    Definition: Absolute working: One train only may occupy the section between two stations.
    Inter-working: One train may enter the section from each end, proceed to the interloop, cross the opposing train there and thereafter proceed to the station in advance.
    Automatic working: Where one or both stations at either end of a section are unattended.
    Subsidiary working: One train may enter a section from a station to an unattended point and be shunted from the running line or onto the running line and return to the station where after normal working may be resumed.

    Definition: Token in this standard must be seen as a Van Schoor token applicable to absolute working or inter-working or subsidiary working or automatic working as well as telegraph order tokens used under abnormal circumstances.

    Definition: Abnormal circumstances in this standard mean, lost tokens, various Van Schoor instrument failures, communication failures, train delays at interloop(s)/station(s), rearrangement of crossings and train failures as described in the train working rules applicable to Van Schoor token(s). Opening and closing of a station.
