PURPOSE OF THE UNIT STANDARD 
This Unit Standard will enable learners to understand the background and conditions in the countries of origin for refugees and migrants. They will become aware of the factors that influence the migration of people and the plight of people with special needs. This understanding and awareness will positively impact on an inter-departmental approach to the provision of Immigration Services to marginalized, 'at risk' and vulnerable individuals and groups.

Qualifying learners will be able to:
  • Explain the International and Regional factors of migration in the South African context.
  • Analyse the plight of marginalised, 'at risk' and vulnerable individuals and groups.
  • Evaluate the provision of Immigration services to refugees and victims of human trafficking.
  • Manage the provision of Immigration services for individuals and groups with special needs.

    Explain the factors of migration in the South African context.

    Push-pull factors that influence migration are identified and explained with reference to the country of origin.

    Range of push pull factors includes, but is not limited to: social conditions, political situation, economic conditions, natural risks, health risks, safety and security etc.
     

    ASSESSMENT CRITERION 2 
    Vulnerable, marginalised and at-risk individuals and groups of immigrants are identified and described using examples. 
    ASSESSMENT CRITERION RANGE 
    Range of marginalised, vulnerable and 'at-risk' individuals and groups includes, but is not limited to: aged, children, women, refugees, illegal immigrants, victims of human rights abuses, victims of human trafficking, refugees etc.

    Challenges and issues faced by vulnerable and at-risk individuals and groups are explained using examples. 

    ASSESSMENT CRITERION 4 
    The trends and patterns of migration are identified and explained in order to report them in accordance with departmental procedures.

    Analyse the plight of marginalized, 'at-risk' and vulnerable immigrants.

    ASSESSMENT CRITERION 1 
    Current legislation, policies and procedures affecting marginalised, "at risk" and vulnerable individuals and groups are analysed within the South African context. 

    ASSESSMENT CRITERION 2 
    International instruments and conventions related to providing Immigration services to marginalized, 'at risk, and vulnerable individuals and groups are explained with examples. 

    ASSESSMENT CRITERION 3 
    The rights and needs of groups and individuals that are marginalised, "at risk" and vulnerable are analysed in relation to the provision of Immigration Services. 

    ASSESSMENT CRITERION 4 
    The role and responsibility of Immigration Service Centres in responding to the needs and rights of marginalised, "at risk" and vulnerable individuals and groups are identified and analysed using case studies. 

    SPECIFIC OUTCOME 3 
    Evaluate Immigration Services to refugees and victims of human trafficking. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    International human rights instruments, related to refugees and victims of human trafficking are identified and described as defined by Amnesty International. 

    ASSESSMENT CRITERION 2 
    The provisions for refugees and victims of human trafficking in South African legislation are explained with examples. 

    ASSESSMENT CRITERION 3 
    Services and service providers for refugees and victims of human trafficking are identified and evaluated in terms of their role and responsibilities. 

    ASSESSMENT CRITERION 4 
    The provision of Immigration services to refugees and victims of human trafficking is monitored and evaluated according to departmental procedures. 

    SPECIFIC OUTCOME 4 
    Manage the provision of Immigration services to individuals and groups with special needs. 
    OUTCOME RANGE 
    Range of individuals and groups with special needs includes, but is not limited to: people living with HIV/AIDS, physically and mentally challenged, asylum seekers etc. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The benefits and limitations of Immigration provisions for individuals and groups with special needs are explained using examples. 

    ASSESSMENT CRITERION 2 
    The provision of Immigration services to individuals and groups with special needs is monitored and evaluated according to departmental requirements. 

    ASSESSMENT CRITERION 3 
    Recommendations and reports are compiled in order to be submitted for intra and inter departmental management requirements in terms of departmental policies and procedures. 

    ASSESSMENT CRITERION 4 
    The availability of resources and information for Immigration officials in the service provision for individuals and groups with special needs is managed in terms of departmental policies and procedures. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this Unit Standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in this Unit Standard as well as the integrated competence described in the Exit Level Outcome of the Qualification.

    Work effectively with others as a member of a team of the Home Affairs Department on a daily basis to provide Immigration Services to refugees and other vulnerable individuals and groups.

    Communicate effectively using appropriate modes of oral and/or written persuasion to apply knowledge of migration factors and patterns at a South African port of entry.

  • Assessors must be registered as assessors with a relevant ETQA or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessors must be in possession of a Qualification in Immigration Affairs or a related sub-field of Safety in Society at a minimum of NQF level 6.
