PURPOSE OF THE UNIT STANDARD 
This unit standard will be useful to people who work or intend to work within the field of Immigration Law Enforcement, and who are required to develop profiles and select persons for immigration law enforcement purposes.

People credited with this unit standard are capable of:
  • Developing profiles of illegal foreigners in general.
  • Developing profiles of potential illegal foreigners.
  • Identify illegal foreigners for further investigation. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The credit calculation is based on the assumption that learners are already familiar with the relevant Immigration legislation and regulations.
  • Communication NQF Level 4.
  • Computer Literacy NQF Level 3. 

  • UNIT STANDARD RANGE 
    Profiling will take place at and through municipalities, telephone companies, population register, movement control system, marriage offices, residential areas, permit sections, South African Police Service, National Intelligence Agency, inspection of person's files, ports of entry, refugee offices, embassies, government printing works to check serial numbers of permits, visas and travel documents, missions abroad and escort agencies.

    Profiles are intended to cover foreigners and private citizens who are likely to aid and abet illegal foreigners. Profiling should be through a combination of observation, interviews, document research, investigation of documentation and use of whistle blowers.

    SPECIFIC OUTCOME 1 
    Develop profiles of illegal foreigners in general. 
    OUTCOME RANGE 
    This refers to developing a set of general profiles from known and anticipated cases, to assist in the identification of particular illegal foreigners. The general profiles will therefore not be about particular individuals, but will rather provide profiles of what can be expected, including general trends.

    Information about illegal foreigners is organised in a systematic manner in order to be evaluated. 

    ASSESSMENT CRITERION 2 
    Reasons why general profiles must cover a cross section of typical illegal foreigners are explained for purpose of analysis. 

    ASSESSMENT CRITERION 3 
    Established and emerging trends regarding the modus operandi of offenders are identified in order to be utilised as part of the general profiles. 
    ASSESSMENT CRITERION RANGE 
    Trends refer to but is not limited to: Common and unusual forms of entry, habitation, language, socialisation and employment or work.
     

    ASSESSMENT CRITERION 4 
    Ways in which the public and officials aid and abet illegal foreigners are analysed in order to compile a profile.

    Sources of profile information are analysed in order to develop general profiles.

    Sources may include but is not limited to actual cases.

    General profiles are developed in order to assist with the identification of illegal foreigners.

    This refers to developing profiles on particular individuals to aid in the identification of foreigners who warrant more intensive investigation.

    Intelligence-based reports are analysed in order to develop profiles.

    This analysis must include consideration of and are substantiated by validated suspect's background.

    Methods of developing profiles are analysed in terms of their advantages and disadvantages.

    Methods must include constructive engagements with colleagues and members of the local community.
     

    ASSESSMENT CRITERION 3 
    Surveillance equipment and techniques are used according to given specifications. 

    ASSESSMENT CRITERION 4 
    Profiles' objectivity is assessed in order to determine whether they are supported by structured incident reports and well documented case files on interviews and investigations. 

    ASSESSMENT CRITERION 5 
    Legal requirements are analysed in order to determine their influence on the profiling of individuals. 

    ASSESSMENT CRITERION 6 
    The modus operandi of the potential offenders isevaluated according to given influencing factors. 
    ASSESSMENT CRITERION RANGE 
    Given influencing actors include but is not limited to: Language and dialects, pronunciation, culture, forms of entry, habitation, socialisation, employment or work and discrepancies or false claims regarding the behaviour of the individual.

    Profiles are analysed to determine whether they support the identification of foreigners who warrant more intensive investigation.

    Habitual offenders and new offenders of Immigration Laws are identified based on an evaluation of individual profiles.

    Identification of illegal foreigners is supported by structured and validated evidence. 

    ASSESSMENT CRITERION 3 
    Identifications are analysed to determine whether they are in line with established and emerging trends regarding the modus operandi of illegal foreigners. 

    ASSESSMENT CRITERION 4 
    Reasons why reports should be structured systematically and present motivation for more intensive investigation is explained with examples. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a candidate against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the relevant ETQA by SAQA.
  • Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines and the agreed ETQA procedures.
