PURPOSE OF THE UNIT STANDARD 
  • This Unit Standard is for any person who facilitates community participation in democratic processes and structures.
  • This Unit Standard will be of help in supporting human rights initiatives, and will contribute towards creating social awareness and participation within society.

    People credited with this Unit Standard are capable of:
  • Establishing the extent of participation in democratic processes and structures.
  • Promoting awareness of democratic processes and structures.
  • Facilitating community participation in democratic processes and structures.
  • Evaluating the process of awareness raising and facilitation. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
  • It is assumed that learners are competent in Communications at NQF Level 2.
  • It is recommended that learners are competent in the Unit Standard 123432: "Demonstrate awareness of the foundations of human rights and democracy in South Africa", Level 2, before accessing this Unit Standard. 

  • UNIT STANDARD RANGE 
    This Unit Standard refers to the ability to help members of a community to participate in democratic processes and structures such as electoral processes, constitutional provisions at different spheres of government, school governing bodies, influencing policy and legislation, protests and accessing information.

    Establish the extent of participation in democratic processes and structures.

    Influences on participation are identified in terms of historical and current factors. 
    ASSESSMENT CRITERION RANGE 
    Factors influencing both high and low levels of participation. The factors should include a variety of barriers to participation, as well as those that enable participation.

    Results are recorded in a clear and structured manner.

  • Assessors for this Unit Standard must be registered as an assessor with the appropriate ETQA or with an ETQA that has a Memorandum of Understanding with the appropriate ETQA.
  • Any institution offering learning that will enable achievement of this Unit Standard must be accredited as a provider through the appropriate ETQA or with an ETQA that has a Memorandum of Understanding with the appropriate ETQA.
  • Moderation of assessment will be overseen by the appropriate ETQA according to the moderation guidelines and the agreed ETQA procedures.
