PURPOSE OF THE UNIT STANDARD |
Learners working towards this standard will be working within a National or Local Government sector. This standard will enable the learner to apply strategic level development and governance competences to ensure integrated and sustainable processes, outcomes, structures, strategies, planning, implementation management, monitoring and evaluation at a municipal level. This standard will also add value to public officials who are seeking to develop a career pathway towards an accomplished integrated development planner or public sector management and administration specialist.

Facilitate the development of a vision statement for the municipal area. |
ASSESSMENT CRITERIA |
ASSESSMENT CRITERION 1 |
The value, nature and critical elements of a vision statement are explained using examples of good statements as reference points. |
ASSESSMENT CRITERION 2 |
The existing vision in guiding action and creating a common purpose is evaluated against the new objectives set for the municipality/district. |
ASSESSMENT CRITERION 3 |
The role of a shared vision for the development of a district and the strategic buy-in of role players in a district and metropolitan municipality in the creation of a vision is discussed and evaluated. |
ASSESSMENT CRITERION 4 |
The relevance of and appropriate processes/ways to popularise the vision statement and long term development direction are set out. |

Determine the strategic long-term direction for the development of the district and metropolitan municipal area. |

ASSESSMENT CRITERION 1 |
Key long term strategic objectives, are identified, evaluated and designed. Based on the identified development issues, objectives and priorities of other role players (especially province and national government, neighbouring municipalities and provincial sector departments for the area) as well as policy directives. |
ASSESSMENT CRITERION 2 |
Criteria, key factors and indicators are evaluated and developed to direct and monitor the long term integrated and sustainable development in the municipal area. |
ASSESSMENT CRITERION 3 |
The way in which the (district and metropolitan) municipality's long term development direction is aligned with key national policies and programmes are evaluated. |

The alignment of the long term strategic development direction and the municipal vision is illustrated. |

A spatial interpretation of the long term development vision and strategic direction of the district/metropolitan area is developed to guide development decisions and strategies. |

The interconnectedness between the municipal area and its neighbouring municipalities, broader regional, provincial and national context in terms of infrastructure, natural resources, social services, economic linkages, urbanisation/migration patterns, etc. is determined, analysed and appropriately reported on. |

Determine underlying values and principles to guide development direction. |

The way in which the municipality's operations and strategies are aligned with key national policies and programmes are evaluated and explained with examples. |

The way in which the approach to development of the municipal area and developmental decision-making are aligned with the NSDP principles, environmental sustainability, sustainable human settlement approach is explained and evaluated. |

An approach is developed for the specific municipal area to guide approaches, programmes and decisions with regards to address service delivery. |

Service delivery includes but is not limited to back logs, providing basic services, addressing housing delivery, restructuring the apartheid space economy, ensuring sustainable infrastructure, etc. |

ASSESSMENT CRITERION 1 |
Information on the long term development direction are presented in such a way that the impact thereof and of long term development trends are clearly articulated for the various sectors, areas and role players. |
ASSESSMENT CRITERION 2 |
Specific aspects for coordination and engagement are identified and differentiated in terms of their relevance to specific areas, functional units, spheres and/or agencies. |
ASSESSMENT CRITERION 3 |
A monitoring system is designed to ensure that the strategic milestones are regularly monitored, for example through overarching sustainability and quality of life indicators. |
ASSESSMENT CRITERION 4 |
Relevant processes and events are identified and a framework is set in place to ensure that the municipal vision and long term strategies inform medium term and annual prioritisation, resource allocation and planning. |
ASSESSMENT CRITERION 5 |
A capacity building programme is developed to promote awareness and understanding on sustainability and other long term development considerations amongst citizens, the youth, municipal officials, politicians and other relevant role. |
