PURPOSE OF THE UNIT STANDARD 
This unit standard will be useful to people who are required to implement home-based supervision.

People credited with this unit standard are able to:
  • Demonstrate basic understanding of human behaviour.
  • Describe and explain the key principles of supervised rehabilitation programmes.
  • Implement home-based supervision.
  • Implement other supervised rehabilitation programmes.
  • Monitor and report on supervised rehabilitation programmes.

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The credit calculation is based on the assumption that learners are already competent in terms of the following outcomes or areas of learning when starting to learn towards this unit standard:
  • Communications and mathematical literacy competence equivalent to NQF Level 3.
  • Competence equivalent to that described in the unit standards: Demonstrate an understanding of probation work; Demonstrate knowledge of crime prevention within a probation context; Apply knowledge of social issues in relation to probation work.

  • Supervised rehabilitation programmes include home-based supervision, and any other court ordered supervised rehabilitation.

    Demonstrate basic understanding of human behaviour.

    ASSESSMENT CRITERION 1 
    Examples of behaviour typical at certain ages and stages of development are consistent with development milestones documented in culturally appropriate mainstream models. 

    ASSESSMENT CRITERION 2 
    Examples provided of 'seriously abnormal' behaviour are consistent with culturally appropriate mainstream models. 

    ASSESSMENT CRITERION 3 
    Behaviour for referral is accurately identified in terms of its characteristics and professional support required. 

    ASSESSMENT CRITERION 4 
    Advice and/or suggestions within own scope of operation promotes sound relations, and is consistent with generally accepted parenting and/or relational skills and practices. 

    SPECIFIC OUTCOME 2 
    Describe and explain the key principles of supervised rehabilitation programmes. 
    OUTCOME RANGE 
    Supervised rehabilitation programmes include: Home-based supervision programmes, short term while awaiting trial, or a 'sentence'.

    ASSESSMENT CRITERION 1 
    The specific judicial procedures leading to the implementation of home-based supervision are accurately identified and described with reference to current legislation and regulations. 
    ASSESSMENT CRITERION RANGE 
    Procedure include: reception, assessment, recommendation to court, court appearance, placement order.
     

    ASSESSMENT CRITERION 2 
    The rationale behind supervised rehabilitation programmes is accurately explained with reference to over-crowding in correctional facilities, alternative sentencing policies, re-integrative placement and family preservation. 

    ASSESSMENT CRITERION 3 
    Explanations of own supportive role includes nature of support provided to both child and/or client, and parent/s and/or family. 

    ASSESSMENT CRITERION 4 
    Explanations of own monitoring role provide clear descriptions of expected direct interventions and referral and reporting functions. 
    ASSESSMENT CRITERION RANGE 
    Referral and reporting includes: refer client back to court; refer case to the Probation Officer.
     

    SPECIFIC OUTCOME 3 
    Implement home-based supervision. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Preparation activities for home-based supervision are carried out within the agreed timeframe, and in ways that prepare the participants for their respective roles. 
    ASSESSMENT CRITERION RANGE 
    Preparation includes: work with victims as part of restorative justice; networking with child, victim, and family.
     

    ASSESSMENT CRITERION 2 
    Role players are accurately identified, and their roles explained in line with current legislation. 

    ASSESSMENT CRITERION 3 
    The home-based supervision contract is detailed and complete, out-lining all conditions to which role-players must comply, as per current legislation and regulations. 
    ASSESSMENT CRITERION RANGE 
    Conditions typically include: school attendance; curfews; company; enrolment in programmes that meets needs of child; Parent obligations to ensure child's compliance; contact with APO; not re-offending; drug testing.
     

    ASSESSMENT CRITERION 4 
    Contracted activities are creative, appropriate to the context, and are planned and prepared in detail prior to interaction with home-based supervision stakeholders. 
    ASSESSMENT CRITERION RANGE 
    Contracted activities: Work schedules, visits and interviews (required number per week as per organisations/ contract requirements), outings.
     

    ASSESSMENT CRITERION 5 
    Relationships are maintained and strengthened to enhance effective supervision, using an appropriate range of interpersonal skills and guidance. 
    ASSESSMENT CRITERION RANGE 
  • Relationships include: Family (parent/child), PO/APO and child, APO and parent.
  • Interpersonal skills include: active listening, conflict management, assertiveness, interviewing skills.

    ASSESSMENT CRITERION 6 
    Opportunities for group work across a number of home-based supervision programmes are identified and implemented in ways that promote the purposes of the programmes and effective utilisation of resources. 

    ASSESSMENT CRITERION 7 
    Problems outside of scope of authority, contractual and/or behavioural, are identified and referred to the Probation Officer or person responsible with a degree of urgency appropriate to the context. 

    SPECIFIC OUTCOME 4 
    Implement other supervised rehabilitation programmes. 
    OUTCOME RANGE 
    Supervised rehabilitation includes: spousal abuse, substance abuse.

    ASSESSMENT CRITERION 1 
    The supervision contract is detailed and complete, out-lining all conditions to which role-players must comply, as per current legislation and regulations. 
    ASSESSMENT CRITERION RANGE 
    Conditions typically include: restriction of movement; company, enrolment in programmes, contact with APO, not re-offending, drug testing, employment (efforts to find a job).
     

    ASSESSMENT CRITERION 2 
    Contracted activities are appropriate to the context, and are planned and prepared in detail prior to interaction with the client. 
    ASSESSMENT CRITERION RANGE 
    Contracted activities: Work schedules, interviews (required number per week as per organisations/contract requirements), group activities.
     

    ASSESSMENT CRITERION 3 
    The relationship with the client is maintained and strengthened to enhance effective supervision, using an appropriate range of interpersonal skills and guidance.

    Adherence to contract is monitored and all deviations from supervised rehabilitation contract are accurately identified, recorded and communicated to appropriate person within agreed time frame.

    Visit registers are signed and up to date. 

    ASSESSMENT CRITERION 3 
    Reports are accurate with respect to critical indicators, in the required format, and available within specified time frames.

    UNIT STANDARD NOTES 
    Definition of Terms:

    Terms have been clarified as far as possible through the use of range statements. Further clarification of terms is provided as follows:
  • 'Assessment' means a process of developmental assessment or evaluation of a person, the family circumstances of the person, the nature and circumstances surrounding the alleged commission of an offence, its impact on the victim, the attitude of the alleged offender in relation to the offence and any other relevant factor.
  • 'Child' means any young person under the age of 18 years.
  • 'Diversion' means diversion from the formal court procedure with or without conditions.
  • 'Family member' means a person who is related to another person biologically, by law or according to customary law.
  • 'Home-based supervision' means supervision under certain conditions where an arrested, accused, convicted or sentenced child in the care of his or her parents or guardian or in the custody of any other person, is monitored by an assistant probation officer".
  • 'Restorative justice means the promotion of reconciliation restitution and responsibility through the involvement of a child and the child's parents family members victims and the communities concerned.
  • 'Supervision' means supervision of [a] an accused convicted or sentenced person by a probation officer [by virtue] in terms of the provisions of any law".
