PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners and practitioners interested in dealing with the risks associated with crime and victimisation. The rationale for this unit standard is to prepare learners and practitioners to create and maintain a safe society by designing an appropriate strategy/ programme to address the problem defined, in the field of crime and victimisation, including:
  • Evaluating strategy and programme needs.
  • Determining strategy/programme purpose (see range statement for programme purpose).
  • Developing a strategy/programme.

    Learners become aware of the importance of reflecting and exploring a range of strategies to learn more effectively as they design an appropriate strategy/programme to address the problem defined, in the field of crime and victimisation. They learn to participate as responsible citizens in the life of local, national and global communities, by identifying and addressing factors contributing to crime and victimisation. They learn the importance of being culturally sensitive across a range of social contexts in relating to all participants when designing an appropriate strategy/programme to address the problem defined, contributing to crime and victimisation on an individual, social and corporate level. The attaining of these outcomes will also contribute to the development of learners' entrepreneurial skills within the field.

  • Crime and victimisation risk include any factor compromising safety and security at the individual, social, economic, corporate and physical environment level.
  • Strategy/programme refers to methods applied to and focusing on specific crime/victimisation risks and processes relating to youth, adults, corporations and the social and physical environment.
  • Strategy/programme purpose can include victim and offender support/services, reduction/prevention of crime and victimisation, education and training in the field of crime and victimisation, restorative justice, rehabilitation, punishment and sentencing.
  • Role-players include representatives of the criminal justice system, and other associated government departments; members of the community and community-based structures; victims; perpetrators and their representatives; witnesses and service providers.
  • Criteria refer to the use of specific techniques to measure the effectiveness and/or deficiencies of a crime and victimisation strategy/programme.
  • Crime/victim risk factors include individual, social, corporate and environmental factors contributing to criminal behaviour and victimisation vulnerability.
