PURPOSE OF THE UNIT STANDARD 
This unit is for learners in the field of policing who are involved in ensuring an effective receiving process of impounded vehicles at the Vehicle Safeguarding Sections (VSS).


A person credited with this unit standard will be able to:
  • Accept vehicles at the Vehicle Safeguarding Section (VSS).
  • Compare/verify recorded information and physical condition of vehicle with the relevant seizure statement and take photographs of vehicle.
  • Record vehicle details in property register and capture information on the property control system.
  • Mark vehicle with relevant reference number.
  • Open the Vehicle Safeguarding Section file.

    This unit standard will contribute to the full development of any learner within the safety in society environment and more especially within the policing environment by providing recognition, further mobility and transportability within the field. The skills, knowledge and understanding demonstrated within this unit standard are essential for social and economic transformation and upliftment within the safety in society environment.

    The following knowledge, skills, attributes and/or equivalent thereof is assumed to be in place:
  • Functional mathematics, numerical and communication skills (verbal and in writing).

  • UNIT STANDARD RANGE 
    This unit standard applies to persons in the field of safety in society and more specifically the policing environment with a level of authority that will allow them to take decisions independently. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Accept vehicles at the Vehicle Safeguarding Section (VSS). 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Only the following types of vehicles are accepted at a VSS upon receipt of a fully completed vehicle seizure statement according to organizational policies and procedures. 
    ASSESSMENT CRITERION RANGE 
    Types of vehicles refer to:
  • Sought vehicles;
  • Presumed stolen vehicles;
  • Deserted vehicles, if it is presumed that the vehicle can be connected to a crime;
  • All wrecked vehicles that are associated with a crime.

    In exceptional circumstances the following vehicles can be accepted:
  • Prisoners vehicles;
  • Accident vehicles;
  • Vehicles involved in other crimes.
     

  • ASSESSMENT CRITERION 2 
    The member responsible for the seizure of the vehicle accompanied the vehicle to the VSS according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 3 
    Boarded organizational vehicles are accepted in terms of the relevant organizational form according to relevant organizational policies and procedures. 

    ASSESSMENT CRITERION 4 
    The vehicle received is only accepted along with the following items according to organizational policies and procedures. 
    ASSESSMENT CRITERION RANGE 
    Items refer to:
  • Spare wheel;
  • Jack;
  • Wheel spanner;
  • Fixed items (e.g. towbar);
  • Vehicles keys (including all the keys on same key ring).
     

  • ASSESSMENT CRITERION 5 
    Other loose items are not accepted as they should be handed in at a community service centers according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 6 
    Vehicles keys including all the keys found on the same key ring are placed in a safe or alternative location for safekeeping after having been marked and affixed with a label reflecting the relevant property register reference number according to relevant legislation and organizational policies and procedures. 

    SPECIFIC OUTCOME 2 
    Compare and verify recorded information and physical condition of vehicle with the relevant seizure statement and take photographs of vehicle. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The information and physical condition of the vehicle is compared/verified with the seizure statement by the member responsible for accepting the vehicle according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 2 
    If the official accepting the vehicle is satisfied that the condition of the vehicle corresponds with the information on the seizure statement, the seizure statement must be certified as follows: "Certified found in order" and signed with the date and time being given according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 3 
    If there is a difference between the condition of the vehicle and the condition as stated on the seizure statement, the following is done according to organizational policies and procedures:
  • The variance must be noted in the relevant register;
  • The seizure statement is certified as "Certified not in order";
  • The relevant register number is written on the seizure statement;
  • Actions are decided upon. 

  • ASSESSMENT CRITERION 4 
    Photographs of the front, back, sides and interior of vehicle are taken according to relevant legislation and organizational policies and procedures. 

    SPECIFIC OUTCOME 3 
    Record vehicle details in property register and capture information on the property control system. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The relevant information and the vehicle details are recorded in the relevant property register according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 2 
    The relevant information in respect of the impounded vehicle is captured on the property control system according to relevant legislation and organizational policies and procedures. 

    SPECIFIC OUTCOME 4 
    Mark vehicle with relevant reference number. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The member responsible for receiving the vehicle at the VSS file marked the vehicle with the relevant property register reference number by means of spray paint or any other substance or method according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 2 
    The marking of the vehicles windscreen or alternative location is done in such a way that it cannot be easily removed but care should be taken not to damage the vehicle in any way according to relevant legislation and organizational policies and procedures. 

    SPECIFIC OUTCOME 5 
    Open the Vehicle Safeguarding Section file. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The member accepting the vehicle opened a VSS file according to relevant organizational policies and procedures. 

    ASSESSMENT CRITERION 2 
    This VSS file similar to a case docket and which is divided into parts A, B and C for the filing of all documents of evidential value under "A", correspondence/computer print-outs under "B" and investigation activities under C is used according to relevant organizational policies and procedures. 

    ASSESSMENT CRITERION 3 
    The vehicle seizure statement is filed under "A" inside the VSS file according to relevant and organizational policies and procedures. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the relevant ETQA by SAQA.
  • Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures.

    The standard describes competent performance in doing physical techniques that will enhance their job performance, and lay down the criteria by which competence should be judged, as well as the range of circumstances in which competence should be demonstrated.
    Integrated assessment methods and tools will allow the candidate to demonstrate that he has acquired knowledge of and can safely and effectively apply competence identified in this unit standard.

  • Role-play simulations;
  • Structured group discussions;
  • Written reports (e.g. tests, exams, case studies, projects, registers, logbooks, workbooks);

    These methods must be carefully selected based on the purpose of the assessment (For example, the written method of assessing knowledge or in service demonstration of practical competence). The assessment must integrate a number of different methods in order to give the assessor reliable and valid proof of competence and evidence of required attributes.
