PURPOSE OF THE UNIT STANDARD 
This unit standard introduces the knowledge and skills needed to administer membership of an employee benefits retirement fund or medical scheme. It is intended for membership clerks and administrators.

The qualifying learner is capable of:
  • Explaining the process for implementing a new retirement fund/scheme or admitting a member to a retirement fund or medical scheme.
  • Administering membership/scheme records and benefits.
  • Administer the transfer between and within two funds/schemes or options.
  • Terminating an employee benefit fund/individual membership of a retirement fund or membership of a medical scheme. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    There is open access to this unit standard. Learners should be able to use the required computer technology and should be competent in Communication and Mathematical Literacy at level 2. 

    UNIT STANDARD RANGE 
    The typical scope of this unit standard is the administration of employee benefits funds, schemes and individual membership of funds or schemes.
  • Relevant statutory bodies include, but are not limited to Financial Services Board, Council of Medical Schemes, South African Revenue Services, RSC and VAT Employee benefits: Pension funds, provident funds, health cover, life cover.
  • Documents for new members include, but are not limited to, new member/benefit statements for the fund and schedules indicating fund costs, benefits and membership statements, rules of the scheme or fund and application forms.
  • Membership records include, but are not limited personal data, contributions, member individual choices and annual anniversary or revision data.
  • Relevant regulations include, but are not limited to, the State Personnel Code, Board of Healthcare Funders, Pensions Fund Act, the Divorce Amendment Act, the Income Tax Act and the Basic Conditions of Employment Act, the Usury Act and the Financial Institutions Amendment Act.
  • Transfer of assets is in terms of Trustees instructions, transfer agreement and investment requirements, savings options and rules as required by legislation for Healthcare Benefits Administration and Life Insurance.
  • Termination may be on death, age of dependents, resignation or termination of the fund.

    SPECIFIC OUTCOME 1 
    Explain the process for implementing a new retirement fund/scheme or admitting a member to a medical scheme.

    ASSESSMENT CRITERION 1 
    The rules of a specific fund/scheme and relevant legislation are applied to install a fund and/or admit a new member. 

    ASSESSMENT CRITERION 2 
    The process used for registering a fund, scheme or benefit option with the relevant statutory bodies is explained and an indication is given of who is responsible for the registration process. 

    ASSESSMENT CRITERION 3 
    The rules of a selected fund/benefit option/scheme are interpreted to determine whether or not to admit a new member or install a fund. 

    ASSESSMENT CRITERION 4 
    Documents to be sent to new members are identified and an indication is given of why the documents are important. 

    SPECIFIC OUTCOME 2 
    Administer membership/scheme records and benefits.

    ASSESSMENT CRITERION 1 
    Membership records are maintained according to the rules of the fund or scheme. 

    ASSESSMENT CRITERION 2 
    The relevant parts of fund/scheme specific rules, policies and procedures are explained for a specific fund/scheme/option. 

    ASSESSMENT CRITERION 3 
    Statutory requirements relating to the administration of member records and benefits are applied to a specific fund/scheme. 

    ASSESSMENT CRITERION 4 
    The rules of a selected fund/scheme/benefit/option are interpreted to determine the action necessary on exiting a fund/scheme/option. 

    SPECIFIC OUTCOME 3 
    Administer the transfer between and within two funds/schemes or options.

    ASSESSMENT CRITERION 1 
    The process to be followed when a member or group of members transfer between or within two schemes is outlined for a specific fund/scheme. 

    ASSESSMENT CRITERION 2 
    The necessary documents are collated, transferring members are identified and the system is updated according to an organisation's processes. 

    ASSESSMENT CRITERION 3 
    Documents relating to proposed transfers are identified with reference to relevant legislation. 

    ASSESSMENT CRITERION 4 
    Conditions for transfer are explained and applied for, if applicable, from the relevant industry authority. 

    ASSESSMENT CRITERION 5 
    The concept of asset and liability transfer is understood and the transfer of assets and liabilities is affected where relevant. 

    SPECIFIC OUTCOME 4 
    Terminate an employee benefit fund/ individual membership of a retirement fund or membership of a medical scheme. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The rules of a fund/scheme are interpreted to determine the conditions for termination. 

    ASSESSMENT CRITERION 2 
    A benefit statement or account statement is produced as required by the rules of the fund/scheme. 

    ASSESSMENT CRITERION 3 
    Requirements stipulated by the South African Revenue Services are identified with reference to disbursement of benefits and payout of savings. 

    ASSESSMENT CRITERION 4 
    De-registration of the specific fund or membership of a medical scheme is communicated to the relevant authorities.
