PURPOSE OF THE UNIT STANDARD 
This unit standard will be useful to people who work on sea-going vessels, or who are contemplating careers at sea. The standard has a broad application and will be useful to all people who work on board ship.
This standard is not intended to qualify people as radio operators under normal conditions.

People credited with this unit standard are able to
  • Demonstrate knowledge of the Radio Communications (Radio) Regulations, and
  • Use a marine radio in an emergency situation.

    UNIT STANDARD RANGE 
    The following scope and context applies to the whole unit standard:
  • The reference for the assessment of this unit standard are the guidelines for radio operators issued by ICASA.
  • Legislation relevant to this unit standard as regulated by ICASA.
  • Competence in this unit standard will be demonstrated in simulated distress situations.
  • Knowledge of on board communication systems.

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Demonstrate knowledge of radio communications regulations and procedures. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The requirements of the regulations governing the use of marine radio are described in accordance with guidelines published by the regulating authorities and standing instructions. 
    ASSESSMENT CRITERION RANGE 
    Guidelines and regulations cover: control of distress traffic, use of call signs, silence periods, and interference.
     

    ASSESSMENT CRITERION 2 
    The international calling and distress frequencies/channels are identified in accordance with the guidelines and regulations. 
    ASSESSMENT CRITERION RANGE 
    VHF channel 16; 29 MHz Channel A.
     

    ASSESSMENT CRITERION 3 
    The distress, urgency and safety calls are identified and definition of each is consistent with the regulating authority guidelines, standing orders and accepted international usage.

    ASSESSMENT CRITERION 4 
    Critical terms related to distress and urgency calls are identified and terms are described in accordance with the regulating authority guidelines, standing orders and accepted international usage. 
    ASSESSMENT CRITERION RANGE 
    Terms include: Seelonce Mayday, Seelonce Distress, Seelonce Feenee and Prudonce.
     

    ASSESSMENT CRITERION 5 
    The nature, function and purpose of the alarm signal generating device is described in accordance with the guidelines and regulations. 

    ASSESSMENT CRITERION 6 
    The terms Mayday Received and Mayday Relay, and their application, are described in accordance with the guidelines and regulations. 

    ASSESSMENT CRITERION 7 
    The use of the international phonetic alphabet is demonstrated in accordance with the guidelines and regulations.

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The frequency selected is appropriate for a distress call. 
    ASSESSMENT CRITERION RANGE

    ASSESSMENT CRITERION 2 
    The distress call and message is handled in a manner consistent with the degree of urgency required, and is appropriate to the given situation, in accordance with the radio handbook. 

    ASSESSMENT CRITERION 3 
    "Mayday received" and "mayday relay" are handled in a manner consistent with the particular context, in accordance with guidelines and regulations. 

    ASSESSMENT CRITERION 4 
    An urgency call is handled in a manner consistent with the particular context, in accordance with guidelines and regulations. 

    ASSESSMENT CRITERION 5 
    A safety call is handled in a manner consistent with the particular context, in accordance with guidelines and regulations.

    1. Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.

    2. Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the relevant ETQA by SAQA.

    The learner must be able to identify and solve problems regarding the use of a marine radio in an emergency situation, and make decisions using critical thinking.

    The learner must be able to organise and manage his/her activities responsibly and effectively, ensuring that emergency communication procedures are followed.

    The learner must be able to communicate effectively, using appropriate language skills during an emergency situation.

    The learner must be able to use science and technology ensuring effective completion of the emergency situation at hand. 

    UNIT STANDARD ASSESSOR CRITERIA 
    Assessors should keep the following principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Remember we want to declare the person competent in terms of the title. Where assessment at title level is unmanageable, then focus assessment around each specific outcome, or groups of specific outcomes.
  • Make sure evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent

  • Care should be taken that equipment relevant to the candidate's actual operating environment is used.
