PURPOSE OF THE UNIT STANDARD 
This Unit Standard focuses on the role of a first line manager, section head, team leader, peer counselors, supervisor, shop steward, transformation committee member or Employment Equity committee member in supporting employees who are vulnerable or at risk and whose behaviour poses risks to productivity, performance, conduct and capacity. A manager in the context of this Unit Standard is the first level of management in an organisation at which an employee has other employees reporting to him/her.

It is envisaged that this Unit Standard will be used as part of Employee Assistance Programmes (EAP).

The qualifying learner is capable of:
  • Identifying at risk behaviour.
  • Explaining the legal and regulatory environment for managing employees who are at risk.
  • Planning a possible intervention to manage a specific situation.
  • Referring and monitoring an at risk employee.

    There is open access to this Unit Standard. Learners should competent in Communication and Mathematical Literacy at NQF Level 2. 

    UNIT STANDARD RANGE 
    The typical scope of this Unit Standard is:
  • Signs and symptoms refer to the five biggest risks in an organisation or sector.
  • People related risks include, but are not limited to financial, legal, psycho-social, physiological, lifestyle and life management. 

  • Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Identify at risk behaviour. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    1. Signs and symptoms that could indicate possible at risk behaviour are identified in terms of compromised conduct, productivity, performance and capacity for five case studies. 

    ASSESSMENT CRITERION 2 
    2. The risk in behaviour that compromises conduct, productivity, performance and capacity is contextualised in order to benchmark behaviour against the team/business unit`s performance standards and good practice. 

    ASSESSMENT CRITERION 3 
    3. The ethical responsibility of an organisation to its employees at risk is explained with reference to the team leader/supervisor`s duty of care. 

    ASSESSMENT CRITERION 4 
    4. Self-objectivity is assessed in a specific situation in terms of lack of knowledge, bias and stereotyping. 

    SPECIFIC OUTCOME 2 
    Explain the legal and regulatory environment for managing employees who are at risk.

    ASSESSMENT CRITERION 1 
    1. Issues relating to conduct, performance, productivity and capacity are identified in company policy and procedures documents and an indication is given of the consequences of non-compliance. 

    ASSESSMENT CRITERION 2 
    2. Legislation that regulates productivity, capacity, performance and conduct for a specific sector is identified and an indication is given of the consequences of non-compliance. 

    ASSESSMENT CRITERION 3 
    3. De facto codes and good practice in an organisation are benchmarked against the minimum requirements of the Labour Relations Act. 

    ASSESSMENT CRITERION 4 
    4. Situations that may potentially require joint decision-making are identified for three case studies. 

    ASSESSMENT CRITERION 5 
    5. Written records relating to capacity, performance, productivity and conduct that a manager is required to keep are identified for three case studies. 

    ASSESSMENT CRITERION 6 
    6. Issues of confidentiality and disclosure of personal information and people related risks are discussed with reference to the impact on the person and the organisation if there is a breech of confidentiality.

    Plan a possible intervention to manage a specific situation.

    1. An initial assessment of a people related risk is made based on observation and supported by objective evidence. 

    ASSESSMENT CRITERION 2 
    2. A decision is made as to whether or not the manager has the capacity to manage the risk. 

    ASSESSMENT CRITERION 3 
    3. A plan for a possible intervention to allow reasonable accommodation within a team is developed to manage a specific risk within the manager`s own authority and competence. 

    ASSESSMENT CRITERION 4 
    4. The plan is aligned to company policy and resources. 

    ASSESSMENT CRITERION 5 
    5. The importance of contracting with the employee to obtain buy in is explained and an indication is given of the consequences of neglecting to consult.

    ASSESSMENT CRITERION 1 
    1. Conditions under which an employee should be referred for a specialised intervention are explained with reference to the programme, protocol and procedures. 

    ASSESSMENT CRITERION 2 
    2. The responsibilities of the manager in terms of reasonable accommodation within the work environment are explained with examples. 

    ASSESSMENT CRITERION 3 
    3. The responsibilities of the manager in terms of reintegration and post intervention are explained with examples. 

    ASSESSMENT CRITERION 4 
    4. A monitoring process is designed to identify potential relapses or improvements in people related risks. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.

    2. Any institution offering learning that will enable achievement of this Unit Standard or assessing this Unit Standard must be accredited as a provider with the relevant ETQA , or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.

    3. Moderation of assessment will be overseen by the relevant ETQA or by an ETQA that has a Memorandum of Understanding with the relevant ETQA, according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures. Therefore, anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution, which is accredited by the relevant ETQA.
