PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to perform basic service procedures on a propulsion system on board a vessel. They will also be able to operate the propulsion system while following safety and hazard control procedures.

The people credited with this unit standard are able to:
  • Operate propulsion systems.
  • Carry out basic, routine servicing procedures on propulsion systems.
  • Follow safety and hazard control procedures. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The credit calculation is based on the assumption that learners are already competent in terms of the following outcomes or areas of learning when starting to learn towards this unit standard:

  • UNIT STANDARD RANGE 
    The following scope and context applies to the whole unit standard:
  • This unit involves the skills and knowledge required to operate and carry out routine basic servicing checks within the limits of responsibility and skill of a Marine Engine Driver (Grade 3) on propulsion systems on a small commercial vessel.
  • Work is performed within established procedures, with responsibility for own outputs in relation to specified quality and safety standards. Limited responsibility for others in achieving outcomes is required including the application of solutions to a variety of predictable maintenance problems.
  • Vessel may include any small commercial vessel between 75kW and 150 kW propulsion power. 

  • Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Operate propulsion systems. 
    OUTCOME RANGE 
    Propulsion systems include but are not limited to: petrol and LPG outboard motors; petrol inboard engines; medium and high speed diesel propulsion equipment; reduction gears, gearboxes, V-drive boxes, drive legs; thrust blocks and shaft bearings. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The propulsion system is prepared, started, and shut down in accordance with manufacturers` instructions. 

    ASSESSMENT CRITERION 2 
    The propulsion system is operated in accordance with procedures and manufacturer`s instructions and specifications. 

    ASSESSMENT CRITERION 3 
    The propulsion system is monitored during operation and deviation from expected performance is reported in the required format to the appropriate authority without delay. 

    ASSESSMENT CRITERION 4 
    Actions taken to correct deviations are appropriate to the context and within the authority and scope of competence of the driver. 

    SPECIFIC OUTCOME 2 
    Carry out basic, routine servicing procedures on propulsion systems. 
    OUTCOME RANGE 
    Basic user service checks include but are not limited to: carrying out manufacturer`s instructions for prestart checks; checking shaft glands; checking strainers; checking cooling system; visual check for oil leaks; visual check, identification and reporting of obvious equipment faults. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Basic user service checks are carried out on the propulsion system before and during operation in accordance with manufacturer`s instructions and within the limits of responsibility and skill of a Marine Engine Driver (Grade 3). 

    ASSESSMENT CRITERION 2 
    Faulty machinery and components are identified and are reported in accordance with vessel procedures. 

    ASSESSMENT CRITERION 3 
    Action initiated as required for isolation, tagging and repair or replacement is appropriate to the context and in accordance with company procedures. 

    SPECIFIC OUTCOME 3 
    Follow safety and hazard control procedures. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The operation and maintenance of propulsion systems is carried out in accordance with all required safety precaution and regulations. 

    ASSESSMENT CRITERION 2 
    Action taken to isolate and secure the relevant equipment and the vessel in the event of a failure or emergency involving propulsion systems is appropriate to the context, and maintains the safety of the vessel and persons involved. 

    ASSESSMENT CRITERION 3 
    Emergency and contingency plans are carried out in the event of a failure or emergency involving propulsion systems.

  • UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    The following essential embedded knowledge will be assessed through assessment of the specific outcomes in terms of the stipulated assessment criteria. Candidates are unlikely to achieve all the specific outcomes, to the standards described in the assessment criteria, without knowledge of the listed embedded knowledge. This means that for the most part, the possession or lack of the knowledge can be directly inferred from the quality of the candidate`s performance. Where direct assessment of knowledge is required, assessment criteria have been included in the body of the unit standard.
  • Knowledge underpinning this unit standard includes: boat handling theory, and relevant sections of associated legislation.
  • Guidance in correct operation of equipment is provided in The Code of Safe Working Practices for Seamen.
  • Prevention of pollution of the marine environment is governed by regulation, (MARPOL) legislated by the International Maritime Organisation.

    UNIT STANDARD ASSESSOR CRITERIA 
    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented.
  • Make sure that evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.


    The following particular issues should be taken into consideration when assessing against this unit standard:
  • All candidates to be assessed for this unit standard are required to provide evidence of competence (obtained by attending an approved course) in the following:
  • Basic First Aid.
  • Fire Fighting.
  • Evidence is required with regard to the candidate being medically fit.
  • The importance of both safety and due care and consideration for the environment is to be kept in mind when assessing a candidate for this unit standard.
