PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for learners within the Maritime Sector who work/wish to work as an officer on the bridge of a ship. This Unit Standard meets the needs of the sub-field and of the society by providing competent maritime officers who by conducting helicopter procedures, contribute to a safer environment on the ship and at sea. The learner successfully completing this Unit Standard will gain essential knowledge and practical skills required to assist inbound helicopters joining the ship.

The competencies achieved by the learner in this Unit Standard will, in the case of the Merchant Navy and the Fishing Industry, contribute to the economic upliftment of the country, and in the case of the South African Navy, contribute the preservation of human life and the defence of South African warships, territorial waters and/or area of responsibility, thus providing a safer and secure society for South African citizens.

    SPECIFIC OUTCOME 1 
    Demonstrate knowledge of helicopter and vessel capabilities and limitations. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    An explanation is given of the capabilities and limitations of sea borne helicopters. 

    ASSESSMENT CRITERION 2 
    An explanation is given of the typical roles and employment of seaborne helicopters with respect to the vessel's purpose and scope of operation. 

    ASSESSMENT CRITERION 3 
    An explanation is given of the flying limits of a helicopter in relation to the type of operation envisaged and the vessel deck state. 

    ASSESSMENT CRITERION 4 
    An explanation is given of vessel personnel required for helicopter operations in terms of their role and responsibilities for each helicopter and operation type. 

    SPECIFIC OUTCOME 2 
    Provide joining information to inbound helicopters. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Joining and/or manoeuvring instructions are issued which are consistent with the handling characteristics, capabilities and limitations of the helicopter and the prevailing conditions. 

    ASSESSMENT CRITERION 2 
    Deck information of the vessel is given to the helicopter. 

    ASSESSMENT CRITERION 3 
    Instructions are given to maintain the vessels within operating limits. 

    ASSESSMENT CRITERION 4 
    Weather information is replayed to the inbound helicopter. 
    ASSESSMENT CRITERION RANGE 
    Weather information includes but is not limited to base of cloud, over the top, wind direction, wind speed, altitude of cloud base, amount of cloud cover, visibility, extra information, sea state and amount of cloud in octaves (SA Navy only).
     

    ASSESSMENT CRITERION 5 
    Information is given to the helicopter on other contacts with respect to position and movement that could be hazardous and interfere with helicopter operations. 

    ASSESSMENT CRITERION 6 
    The inbound course of the helicopter is monitored in order to provide heading corrections as required. 

    ASSESSMENT CRITERION 7 
    The helicopter is communicated with using aviation terminology which is brief and to the point. 

    SPECIFIC OUTCOME 3 
    Conduct flight deck operations on a vessel.

    ASSESSMENT CRITERION 1 
    Equipment is checked for operational serviceability. 

    ASSESSMENT CRITERION 2 
    Equipment is ensured to be operated according to its purpose and function. 
    ASSESSMENT CRITERION RANGE 
    Equipment includes bats and wands, temporary and permanent lashings, radio/communications/ships intercom, nets and slings and lighting.
     

    ASSESSMENT CRITERION 3 
    Flying station visual and voice communications are given to the helicopter in order to assist in positioning for close quarter operations and/or landing. 

    ASSESSMENT CRITERION 4 
    Deck personnel are ensured to be controlled in a manner that promotes the efficient execution of the evolution as well as the safety of personnel and equipment. 

    ASSESSMENT CRITERION 5 
    Personnel and/or equipment transferred from the helicopter are ensured to be secured in the proper location on the vessel. 

    SPECIFIC OUTCOME 4 
    Demonstrate knowledge of procedures for helicopter emergencies.

    Helicopter emergencies include crash on deck and ditching.

    ASSESSMENT CRITERION 1 
    An explanation is given of emergency procedures in terms of specific roles and responsibilities of crew members and required equipment. 
    ASSESSMENT CRITERION RANGE 
  • Procedures include crash on deck drills and emergency response plans.
  • Roles and responsibilities include fire and rescue parties.
     

  • ASSESSMENT CRITERION 2 
    An explanation is given of measures to limit damage to helicopter, vessel and personnel with reference to pilot extraction, fire fighting, and relevant damage control activities. 

    ASSESSMENT CRITERION 3 
    Helicopter emergency drills are carried out in accordance with standard operating procedures.
