PURPOSE OF THE UNIT STANDARD 
This unit standard is for persons required to demonstrate an understanding of health related human rights and assist the community to advocate for these rights and to access health related services.

People credited with this unit standard are able to:
  • Explain the concept 'human rights'.
  • Describe the principles of health legislation with regard to everyday life.
  • Describe the avenues to assist the individual when rights are abused.
  • Provide information for accessing health related services.

    The information outlined in this unit standard must be consistent with the requirements of the relevant, current legislation pertaining to Patient Rights, the Bill of Rights, child protection.

    SPECIFIC OUTCOME 1 
    Explain the concept 'human rights'. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The concept of human rights is explored in relation to the need to protect fundamental human rights. 

    ASSESSMENT CRITERION 2 
    An indication is given of responsibilities corresponding with five basic human rights. 

    ASSESSMENT CRITERION 3 
    An indication is given of why human rights need to be protected, with reference to the individual, the community and the government. 

    SPECIFIC OUTCOME 2 
    Describe the principles of health legislation with regard to everyday life.

    The principles of the legislation are identified in terms of how they would be applied to everyday life.

    Actions that may be taken by community members are identified and explained in relation to the specific situations.

    The role of the individual in creating a sustainable human rights environment is explained and an indication given of how the learner could personally contribute to such an environment.

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The role of the South African Police Services in protecting human rights is explained with examples. 

    ASSESSMENT CRITERION 2 
    The role of the media in the protection of human rights is explained and an indication is given of why freedom of the press is important in a community. 

    ASSESSMENT CRITERION 3 
    Ways of dealing with conflict in situations where human rights are abused are explored with reference to three case studies. 

    ASSESSMENT CRITERION 4 
    Supportive legal environment for the provision of HIV and AIDS services is provided to community members in need of them. 
    ASSESSMENT CRITERION RANGE 
    Community members in need of these services include, but are not limited to, adults and children who have been raped or sexually assaulted; People who have been accidentally exposed to the virus and people living with HIV (PLHIV).
     

    ASSESSMENT CRITERION 5 
    Empower community members to recognise and deal with human rights violations. 
    ASSESSMENT CRITERION RANGE 
    Community members include, but are not limited to, people with disability, older persons, children and PLHIV.

    ASSESSMENT CRITERION 1 
    Service providers in the local community are identified in terms of appropriateness for dealing with health related human rights issues. 
    ASSESSMENT CRITERION RANGE 
    Community leaders, health facility staff, social workers, police, magistrates, counsellors.
     

    ASSESSMENT CRITERION 2 
    Current legislation and local protocols relating to disability, abuse, rape and care of older persons are explained in the context of a human rights culture and service provision. 

    ASSESSMENT CRITERION 3 
    Sources of referral to appropriate social, legal and other relevant services are described in terms of local availability. 

    ASSESSMENT CRITERION 4 
    Ways in which the learner could be actively involved in directly assisting a community are discussed with reference to responsibilities under the Bill of Rights and the Patient Rights Charter.
