PURPOSE OF THE UNIT STANDARD 
Learners accredited with this unit standard, in combination with other content related unit standards, will be able to assist management in developing, conducting and assessing the effectiveness of public education and advocacy campaigns in their target community.

A learner accredited with this unit standard will be capable of: (under supervision):
  • Describing the role of awareness and advocacy campaigns in South African communities.
  • Understanding in the development of public education and advocacy campaigns.
  • Facilitating the implementation of public education and advocacy campaigns and evaluate its success. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that a learner will be competent in:
  • Communication at NQF level 2 or equivalent.
  • Mathematical literacy at NQF level 2 or equivalent. 

  • UNIT STANDARD RANGE 
    Range of structures include, but is not limited to: Human Rights Commission, Gender Commission, Office of the Public Protector, Independent Complaints Directorate, Consumer Council etc.

    Range of methods include, but is not limited to: multi-media campaigns [print, visual and audio], community mobilisation, workshops, awareness weeks etc.

    Range of stakeholders include, but is not limited to: State departments, NGOs, CBOs, FBOs, local government and community leaders.

    Range of materials include, but not limited to: press releases, paid and unpaid advertising, newsletters, posters, flyers, brochures, fact sheets, websites etc.

    SPECIFIC OUTCOME 1 
    Describe the role of awareness and advocacy campaigns in South African communities. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The rights and needs of the target audience are defined as outlined in the South African Constitution and related legislation. 

    ASSESSMENT CRITERION 2 
    Appropriate structures to enforce individual's rights are identified according to the relevant sector. 
    ASSESSMENT CRITERION RANGE 
    Range of structures include, but is not limited to: Human Rights Commission, Gender Commission, Office of the Public Protector, Independent Complaints Directorate, Consumer Council etc.
     

    ASSESSMENT CRITERION 3 
    The value of multi-disciplinary and inter-sectoral collaboration in conducting advocacy and awareness campaigns are explained using case studies. 

    ASSESSMENT CRITERION 4 
    Appropriate methods and tools to create awareness of and promote individual's rights are described as per relevant case studies. 
    ASSESSMENT CRITERION RANGE

    ASSESSMENT CRITERION 1 
    Based on the situational analysis of the community, the problem/issue is clearly defined as practiced in the relevant sector. 

    ASSESSMENT CRITERION 2 
    Problems and issues that may benefit from advocacy and awareness campaigns are identified as per organisational policies and procedures. 

    ASSESSMENT CRITERION 3 
    The objectives and outcomes of the identified advocacy campaign are defined as practiced in the relevant sector. 

    ASSESSMENT CRITERION 4 
    The target audience is identified based on the situational analysis adopted for the campaign. 

    ASSESSMENT CRITERION 5 
    Other participating stakeholders are identified according to the campaign objectives and techniques to engage them is explained as practiced in the relevant sector. 
    ASSESSMENT CRITERION RANGE 
    Range of stakeholders include, but is not limited to: State departments, NGOs, CBOs, FBOs, local government and community leaders.
     

    ASSESSMENT CRITERION 6 
    The individual's role in the implementation of the advocacy and awareness campaign is identified as per organisational requirements.

    Facilitate the implementation of public education and advocacy campaigns and evaluate its success.

    ASSESSMENT CRITERION 1 
    Relevant public education and advocacy materials are prepared and used to achieve advocacy goals and objectives as per organisational policies and procedures. 
    ASSESSMENT CRITERION RANGE 
    Range of materials include, but not limited to: press releases, paid and unpaid advertising, newsletters, posters, flyers, brochures, fact sheets, websites etc.
     

    ASSESSMENT CRITERION 2 
    Individual and community responses to the campaign are recorded in accordance with sector guidelines and procedures. 

    ASSESSMENT CRITERION 3 
    Feedback on the implementation of campaigns is collated and analysed according to the organisation/ institution/workplace policies and procedures. 

    ASSESSMENT CRITERION 4 
    A report on findings on the impact and implementation of the campaign is compiled and submitted to the relevant stakeholders as per organisation policies and procedures. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Moderation:
  • Any institution offering learning that will enable achievement of this Unit Standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in this Unit Standard as well as the integrated competence described in the Exit Level Outcome of the Qualification.

  • Assessors must be registered as assessors with a relevant ETQA or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessors must be in possession of a relevant Qualification in the field of Human and Social Studies or a related sub-field at a minimum of NQF level 4.
