PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners whose activities bring them in contact with children and youth, or who have a responsibility to respond to children and youth who have been victimised or are at risk of abuse. These learners will be involved in a wide range of organisations and groups inside and outside of social services.

A learner accredited with this unit standard will be capable of:
  • Understanding the social context within which child/youth victimisation takes place
  • Defining and explaining child abuse and neglect and its impact on victims
  • Identify and describe South African legislation and policies on child abuse and neglect
  • Providing early intervention services to victims of child abuse and neglect 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that a learner will be competent in:
  • Communication at NQF level 2 or equivalent
  • Mathematical literacy at NQF level 2 or equivalent

    Incidents of child abuse may elicit strong emotional response in service providers and may result in inappropriate.

    Reporting/disclosure of child abuse should only be dealt with by a professional such as social worker, doctor, police officer. All other service providers should act in accordance with the limitations of their roles.

    ASSESSMENT CRITERION 1 
    The terms "child" and "youth" are defined as accepted in the Victim Empowerment sector. 

    ASSESSMENT CRITERION 2 
    Child and youth victimisation is defined according to the South African Child Justice Bill, 42 (2002) and the Child Care Act 74 (1980). 

    ASSESSMENT CRITERION 3 
    The extent, nature and dynamics of child and youth victimisation in South Africa is described with examples. 
    ASSESSMENT CRITERION RANGE 
    Range of contexts include, but are not limited to: socio-political, historical, religious cultural in South Africa.
     

    ASSESSMENT CRITERION 4 
    The cycles of victimisation as experienced by children and youth are explained with examples. 

    SPECIFIC OUTCOME 2 
    Define and describe child abuse and neglect in the South African context.

    South African laws and policies on child abuse and neglect are briefly outlined within a national and international context.

    The responsibilities of service providers to provide the appropriate services to child abuse victims are explained as outlined in the South African Victims' Charter.

    Processes and procedures to secure feedback on referred cases are described according to organisational policies.

    Services required by child/youth victims of abuse and neglect are identified as per organisational processes and procedures.

    The legal responsibility of individuals, members of the community and the service providers to report child abuse is described according to relevant legislation. 

    ASSESSMENT CRITERION 3 
    The role of educators in identifying the appropriate intervention for child abuse and neglect is explained in relation to specific cases.

    The needs of the victim in a situation of suspected abuse, neglect or violence are identified with examples. 

    ASSESSMENT CRITERION 5 
    The impact of ones beliefs, values and attitudes in response to incidents of abuse or suspected abuse and neglect is explained using case studies.

  • Any institution offering learning that will enable achievement of this Unit Standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in this Unit Standard as well as the integrated competence described in the Exit Level Outcome of the Qualification.

    UNIT STANDARD ASSESSOR CRITERIA 
  • Assessors must be registered as assessors with a relevant ETQA or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessors must be in possession of a Qualification in Victim Empowerment or a related sub-field of Human and Social Studies at a minimum of NQF level 4.
